  • States.
  • President, this terror is not just confined to the state of Minnesota or any other state.
  • We're a state agency here, a state legislature. We address state issues.
  • More than 20 other states, Mr.
Summary: The Senate opened with ceremonial honors for the Washington National Guard, including the presentation of colors, a prayer, and recognition of Major General Welsh and other Guard members in the chamber. Senators then adopted Senate Resolution 8668, which praised the Guard’s service in emergencies, disaster response, elections support, counterdrug training, and youth programs. Several members spoke in support, citing recent flood response efforts and the Guard’s work during COVID, and the resolution was adopted unanimously with all members’ names added as co-sponsors. The chamber then confirmed three gubernatorial appointments to college boards of trustees: Ann M. McQuaid to Bellingham Technical College, Elisa Munoz Estes to Grays Harbor College, and Felicia Hancock-Lewis to Wenatchee Valley College. Each confirmation passed by wide margins or unanimously after brief supporting remarks about the appointees’ education, military service, and community involvement. The Senate also considered and passed several bills. Engrossed Substitute Senate Bill 5865, concerning garnishment forms, was amended to delay implementation and then passed 46-3 after supporters called it a technical fix and opponents focused on timing. Substitute Senate Bill 5855, dealing with face coverings by law enforcement officers, drew extensive debate and multiple failed amendments; supporters framed it as a transparency and accountability measure aimed at masked federal immigration enforcement, while opponents argued it was overbroad, ineffective against federal officers, and harmful to state and local law enforcement. The bill passed 38-19. The Senate also passed Second Engrossed Substitute Senate Bill 5105 on explicit depictions of minors, after an amendment clarifying liability and defenses, and Second Engrossed Substitute Senate Bill 5268 on community custody for unlawful firearm possession, after a date update amendment. Finally, Engrossed Senate Bill 5081 on unattended motor vehicles and Senate Joint Memorial 8002 urging action on Medicare Advantage overpayments and fraud were both adopted unanimously or by large margins. Later, the Senate took up Substitute Senate Bill 5067, lowering the DUI blood alcohol threshold from 0.08 to 0.05; the bill drew strong support from the sponsor and law enforcement-focused supporters, but also criticism that the lower threshold would not address the most dangerous impaired drivers and might have limited practical effect.

Summary: The House took up and passed Second Substitute Senate Bill 5292, which modifies the paid family and medical leave program. Supporters said the bill uses an actuarial model to set rates and maintains a four-month reserve to improve program stability. It passed final passage 95-1. The House then considered Substitute Senate Bill 5841, dealing with completion of course and financial aid-related requirements. An amendment was adopted to add a financial aid calculator and require outreach to students who indicate they have completed a financial aid form, with supporters saying it would help students understand aid eligibility and access college opportunities. The bill then passed as amended, 92-4. The most extensive debate was on Engrossed Second Substitute Senate Bill 5981, concerning the 340B drug pricing program and contract pharmacy relationships. Members offered many amendments seeking to limit the bill’s scope, add transparency, or direct 340B savings toward patient care, low-income patients, rural areas, or charity care; most were rejected. Supporters argued the bill would help safety-net providers, hospitals, and FQHCs, while opponents warned it would mainly benefit large hospital systems, create administrative burdens, and likely face litigation. After the House adopted the committee amendment and rejected the floor amendments, the bill passed 67-30. The transcript then moved on to other business, including Senate messages and the start of debate on House Bill 2487 on taxes, with one technical amendment to clarify taxpayer definitions.

Summary: The meeting was a thorough exploration of multiple bills, most notably focused on innovative energy solutions and public safety enhancements. Key discussions centered around HB14, which aims to bolster the state's nuclear energy capabilities through the establishment of a Texas Advanced Nuclear Energy Office. Senators and expert witnesses discussed the potential of nuclear power as a clean energy source and a strategic necessity for Texas's growth. There was strong support for the bill, with various stakeholders highlighting its importance for the future energy landscape. Additionally, other bills like HB132 addressed the need for enhanced confidentiality protections regarding sensitive information, while HB1584 sought improvements in power restoration procedures during emergencies. Overall, the committee engaged with multiple viewpoints, balancing innovation with safety and ethical considerations.

Summary: The Agriculture Committee heard and advanced a series of bills focused on burn bans, poultry waste regulation, veterinary qualifications, wildlife, and land management. House Bill 3406, presented by Senator Hines, would make burn bans easier to declare when conditions warrant, require earlier review so bans do not linger unnecessarily, remove certain local fire departments from the decision process, and preserve a prescribed-burn exemption for farmers. After questions about the shortened ban period and the removal of local fire departments, the bill passed 12-0. House Bill 2975, presented by Senator Woods, was amended to restore contact information for poultry litter haulers and to streamline nutrient management plan amendments for poultry waste that is moved off-site and land-applied. Department of Agriculture testimony said the change would reduce duplication for producers who both export and land-apply litter while maintaining tracking of waste management. The bill passed 11-2. House Bill 3977, also by Senator Woods, would add food-animal and veterinary practice experience to the qualifications for the state veterinarian; members discussed whether wildlife experience should also be considered, but the bill passed unanimously 13-0. The committee also passed House Bill 3263, designating the morel mushroom as the state mushroom in honor of David Beyer, and House Bill 2988, which expands harmful woody species to include redberry juniper, ash juniper, and honey mesquite and broadens the Terry Peach North Canadian Watershed Restoration Act statewide. Members emphasized the impact of red cedars on water use and wildfire risk. House Bill 3404, a follow-up measure on prescribed burns, passed 12-0, and House Bill 1770, directing OSU and its veterinary college to conduct elk population studies in northwest Oklahoma, passed 10-2 after questions about cost and the role of Wildlife Department studies. The chair then adjourned the meeting.

Transcript Highlights:
  • This year we're spending about 30% of our total media budget in-state versus 70% out of state.
  • That 30% in-state does cover all 77 counties.
  • This one is our state parks effort.

  • state use vendors in every purchase.
Summary: The Economic Development, Workforce and Tourism Committee heard a presentation from Tourism Director Amy Blackburn on the Oklahoma Tourism spring 2026 marketing campaign. She described the agency’s new advertising contractor, spending plans split between in-state and out-of-state markets, and campaign themes centered on Route 66, state parks, fishing, Western heritage, and spring travel. She said the campaign’s goal is to increase visitation, bookings, park revenue, and traffic to TravelOK.com, and noted the use of data tools to track marketing performance. The committee then considered several Senate bills. SB 1307, by Sen. Daniels, would remove language that could bar religious organizations from receiving neutral public benefits or grants; it passed 7-1 after questions about church-state concerns. SB 1425, also by Sen. Daniels, repealed an obsolete healthcare workforce assistance board/program and passed 9-0. SB 1826, by Sen. Reinhart, removed the sunset on the Oklahoma Local Development and Enterprise Zone Incentive Leverage Act; members discussed reporting and oversight, and it passed 7-1. SB 1365, by Sen. Fricks, was amended to add an emergency clause and to raise from $25,000 to $75,000 the threshold for Tourism Department retail purchases exempt from the Central Purchasing Act, with testimony that it would help stock gift shops and support local vendors; it passed 8-0. SB 1696, by Sen. Coleman, created a Commerce Department grant program to help cities and counties recruit new residents through local incentives advertised on MakeMyMove.com; members raised concerns about sunsets, audits, and overlap with other incentives, and the bill passed 5-3.
