Summary:
The committee first approved the minutes and then took up a series of administrative regulations from several agencies. Early items included Attorney General consumer protection rules on removal sales, health spas, liquidation sales, and nonresident sellers of visual aid glasses; Finance and Administration Controller rules on clearinghouse validation and fraud prevention; and Board of Dentistry rules updating exam requirements, controlled substance prescribing, training for neuromodulators and dermal fillers, infection control, sedation/anesthesia continuing education, and required education on pediatric abusive head trauma and controlled substance ingestion prevention. The committee also approved staff amendments on these items, generally to conform to KRS Chapter 13A, and members asked a brief question about the dentistry controlled-substances changes, which was answered as an alignment with statute.
The committee next approved regulations for the Board of Ophthalmic Dispensers, Board of Nursing, and Board of Emergency Medical Services. The ophthalmic dispensers package would revise meeting and recordkeeping language, raise renewal fees, set reinstatement and apprentice-license rules, add complaint and hearing procedures, and repeal a duplicative regulation. The nursing regulations would streamline approval of training programs and require notice and documentation of site visits and deficiencies. EMS rules would create five EMS medical director certifications, set expiration and renewal requirements, require publication of disciplinary sanctions, and exempt currently approved directors before October 1, 2026. Staff amendments were adopted without objection on each set.
The Education and Labor Cabinet’s school transportation regulation drew extended discussion. The agency explained the changes were intended to implement Senate Bill 46 and update references affected by later legislation, including an oral amendment to delete a subsection reference tied to KRS 160.380. The committee adopted both the agency and oral amendments without objection after brief questions about the scope of the bill changes and van transportation for students.
The committee then heard a lengthy package from the Department for Public Health on WIC and related nutrition program regulations, including updates to infant and child certification periods, documentation requirements, vendor criteria, sanctions, hearing procedures, and high-risk vendor standards. Staff amendments were adopted without objection. Finally, the committee considered the Inspector General’s regulation for freestanding birthing centers, which included both staff and agency amendments. The agency changes would require two neonatal resuscitation program-certified staff, set rules for medical director vacancies and appeals, revise facility and staffing terminology, adjust transfer-agreement requirements, and allow waivers when agreements cannot be secured. Mary Katherine DeLodder of the Kentucky Birth Coalition testified in support, saying the parties had worked through concerns and were ready to move forward. The committee then moved on to Medicaid’s 1915C child waiver regulations, where staff amendments were adopted, but Lucy Heskins of Kentucky Protection and Advocacy testified against the package because it did not include person-directed services, which she said are required by Kentucky law and important for families using the waiver.

Summary:
The Transportation Committee heard and advanced several bills, mostly related to honorary roadway designations, specialty license plates, and Department of Highway Safety and Motor Vehicles administration. SB 628 designated a portion of South Navy Boulevard in Pensacola as “Warrior Sacrifice Way” to honor Ensign Joshua Watson and Petty Officers Muhammad Hatham and Cameron Walters, who were killed in the 2019 Naval Air Station Pensacola attack. The committee also considered SB 174, naming a portion of State Road 985 in Miami-Dade County as Charlie Kirk Memorial Avenue. Senator Arrington opposed the bill during debate, citing Kirk’s public statements as inconsistent with the honor, while Senator Rodriguez argued the designation was an honorary roadway naming that did not require agreement with Kirk’s views. The bill was reported favorably. SB 388, which raises the annual use fee for the Florida Wildflowers specialty license plate from $15 to $25 while keeping the lower fee for owners with more than 10 vehicles, also passed favorably after a support-only public comment.
Members then approved SB 470, which opens the Fraternal Order of Police specialty plate to the general public and allows redesigns to help sustain sales and increase funding for law enforcement memorial efforts. Public testimony from the FOP supported the change. SB 584 authorized DHSMV to enter agreements allowing county tax collectors to enforce certain commercial driving school provisions, aimed at addressing fraud and licensing abuses, and it passed favorably with support. Finally, the committee approved SB 488, the DHSMV agency package updating IFTA compliance, online filing, crash reporting thresholds, registration procedures, email communications, and tank vehicle definitions, along with SB 490, the companion public records exemption for email addresses used under SB 488; both were reported favorably, with SB 490 noted as requiring a two-thirds vote.

Summary:
The Senate began with several ceremonial recognitions, including citations for the Destiny Christian School girls volleyball team and football team for state championships, and for Delta Sigma Theta Sorority, Incorporated, in connection with Delta Day at the Capitol and Women’s History Month. The chamber then considered a series of bills. SB 444, dealing with hospice handling and disposal of controlled dangerous substances left after a patient’s death, passed 39-0. SB 1327, restoring the Tourism and Recreation Commission’s authority and adding general commission-member requirements, passed 27-12. SB 1061, a mortgage broker fee cleanup bill, passed 38-0. SB 1425, repealing an obsolete health care workforce board, passed 40-0. SB 1455, extending the sunset for the Board of Governors of the Architects, Landscape Architects, and Licensed Interior Designers, passed 28-11 and then also passed the emergency with 38-1. SB 1458, an Attorney General-request bill to align grand jury witness confidentiality statutes, failed 24-14.
The Senate also passed SB 1460, which increases penalties for repeat peeping Tom and clandestine recording offenses and makes second or subsequent offenses sex offenses, by a vote of 38-3. SB 1480, creating a youth apprenticeship pilot program, passed 42-0 and then passed the emergency. SB 1530, updating the Oklahoma Research Development Rebate Program and encouraging private partnerships with higher education, passed 36-4. SB 1543, allowing multiple DUI charges within one year to be prosecuted as a single felony case and making related cleanup changes, passed 37-6 after extended debate about diversion, due process, and testing issues. SB 1555, aligning the state definition of intellectual disability with federal standards, passed 42-0, with a later correction noting the final vote as 42-1. SB 1593, updating outdated OSU-Tulsa trustee language, passed 43-0 and then passed the emergency. SB 1730, requiring law enforcement to copy OSBI on sexual offense reports, passed 37-6. SB 1209, which would have excluded Sundays and federal holidays from the eviction filing-to-hearing timeline, failed on a 21-21 tie after debate over landlord rights, service timing, and court delays.
