The committees met in decision-making sessions on several bills and generally advanced them without opposition. Early actions included SB 2386, which clarifies job-posting pay disclosure requirements and lowers the small-employer exemption threshold, and SB 2804, both recommended to pass unamended. SB 2852, addressing accessibility of information and communications technology for people with disabilities in public accommodations, was also recommended to pass unamended. In the later regular CPN agenda, SB 2607 on landscape architect licensure drew support from the board and professional groups and was recommended to pass with board-requested amendments and a July 1, 2050 effective date. SB 2623 SD1 on pharmacy technician registration was recommended to pass with clarifying amendments from the Board of Pharmacy. SB 2396, which would create a registry for agents managing property for absentee owners and require on-island contact information for certain condo owners, received mixed testimony: supporters emphasized accountability and enforcement, while opponents from community associations raised implementation concerns and asked for further work. The committee ultimately recommended SB 2396 with amendments from the Hawaii Council of Community Associations and a July 1, 2050 effective date.

Summary:
The Commerce Finance and Policy Committee met on House File 3642, which would prohibit virtual currency kiosks in Minnesota. The bill was laid over, and the committee adopted a DE1 author’s amendment. An AARP Minnesota volunteer also supported the bill, saying kiosks are a preferred tool for scammers and that existing protections have not kept pace with the problem. The Department of Commerce said it strongly supports the bill and reported that it has received 120 complaints over three years involving nearly $1 million in reported losses, with 2025 the worst year so far.
The main opposition came from CoinFlip’s general counsel, who argued that the problem is fraud generally, not kiosks themselves, and said Minnesota already has consumer protections, including refunds for eligible victims. He urged stronger regulation rather than a ban, citing blockchain analytics, hold periods, and 24-hour customer service as alternatives. Committee members then asked questions about how long kiosks have operated in Minnesota, how many there are, who owns them, and the scale of losses; Commerce said there are hundreds statewide, operated by a variety of companies, and that reported losses are likely undercounts.

They said Kentucky’s exchange fees are lower than the federal platform’s and that the state-based system provides local assistance through DCBS offices, connectors, and licensed agents in every county. Members asked about startup and operating costs, fee-setting, and whether any general fund dollars are used; the department said it would follow up with the CFO on fee details and said it was not aware of general fund support for exchange operations. Members also raised concerns about Medicaid eligibility verification and improper enrollment, while the department emphasized that the state system uses different questions than healthcare.gov and is designed to identify the correct coverage based on monthly Medicaid income and annual tax-credit income.
The board also discussed enrollment trends, including a COVID-era spike during the public health emergency when disenrollments were largely paused, and current qualified health plan enrollment of more than 97,000 people on Connect. Commissioner Lee explained presumptive eligibility as temporary Medicaid coverage, noting it applies to pregnant women and hospital-based cases, with hospitals able to grant it and certain providers able to grant it to pregnant women. She said full eligibility is still determined within 30 days and that presumptive eligibility ends when full Medicaid eligibility is determined or at the end of the following month.
