Summary:
The committee meeting primarily focused on reviewing two significant bills: S558, the Anti-Semitism Awareness Act of 2025, and S163, the Protecting Students on Campus Act. Senator Tim Scott introduced S558, emphasizing its importance in combatting anti-Jewish violence and harassment, and providing the Department of Education with necessary tools to investigate incidents of anti-Semitism on college campuses. The bill sparked a vigorous debate among members who expressed concerns over potential implications for free speech, particularly regarding its definitions of anti-Semitism, and whether it would infringe upon First Amendment rights.

Summary:
The Senate Committee on State Affairs met and heard several bills related to legislative process and court jurisdiction. Senate Bill 1386, by Senator Huffman, would change compelled legislative testimony from blanket transactional immunity to testimonial immunity, allowing compelled statements or documents to be used against a witness in criminal prosecution only if not derived from the compelled testimony, while preserving protection against perjury and false statements and retaining the right to counsel. No public witnesses testified, and the bill was left pending.
The committee then heard Senate Bill 1470, by Chairman Hughes, which would require DPS to share existing data on cross-state driverās license cancellations with the Secretary of State for voter-roll maintenance. Hughes said the bill does not create new data collection and is intended to improve list maintenance. A DPS resource witness was present, there was no substantive opposition, and the bill was left pending.
Senate Bill 1210, also by Hughes, would address conflicts between the Texas Supreme Court and the Court of Criminal Appeals on constitutional questions by making the Supreme Court the final arbiter in limited circumstances. Chris Hilton supported the bill, but Allen Place, Jack Rohde, and Philip Furlow opposed it, arguing it was unconstitutional, unnecessary, and could create practical problems in criminal post-conviction litigation. The bill was left pending after testimony. The committee also heard Senate Bill 311, which would conform the Government Code to the Texas Constitution by clarifying the Supreme Courtās original writ authority against lower courts and officials other than the governor. Justice Evan Young and Chris Hilton supported the bill as a clarification of existing authority, while no one testified against it; the bill was left pending. The committee then recessed to allow the chamber to rearrange for the Senate session.

Summary:
The Committee on Fiscal Policy heard CS for SB 57A, the Alzheimerās Disease Awareness Initiative by Senator Simon. The bill would create a statewide public health awareness campaign through the Department of Elder Affairs to promote early detection and diagnosis, brain health education, awareness of research and clinical trials, and outreach to older adults and higher-risk populations, with the department contracting with nonprofits for education and awareness efforts. Senator Simon and the billās supporters emphasized Floridaās high Alzheimerās prevalence and the need for public education and early intervention.
John Strader, representing the Alzheimerās Association in South Florida and speaking as a caregiver, testified in support and described how early diagnosis and recent medical advances make awareness campaigns more important. He said a local pilot campaign in Miami-Dade led to a more than 30% increase in calls to the associationās helpline. Karen Morillo of AARP Florida and Tyler Jefferson of the Alzheimerās Association waived in support.
Several senators voiced support and personal reflections on the impact of Alzheimerās on families and caregivers. Senator Osgood asked about funding and whether the initiative would require new appropriations, and Senator Jones urged that the bill be fully funded and recognized Senator Simonās personal connection to the issue. In closing, Senator Simon spoke emotionally about his motherās diagnosis and the need to help families find resources earlier. The committee then approved the bill by roll call vote and reported CS for SB 57A favorably before adjourning.
