The Office of Youth Services said it supports the intent of the bill but requested clarification, and committee members discussed whether the program should be run directly or through contracted community agencies, how to set performance metrics, and how to structure the RFP and contract process. The chair indicated the committee wanted to work with the vice chair and OYS offline to refine the bill before moving forward. The committee then began discussion of HB 2224, relating to Medicaid pharmacy benefit management, with testimony generally supporting giving DHS flexibility to negotiate with PBMs.
