Summary:
The Senate opened with prayer, the Pledge of Allegiance, doctor and guest introductions, and then took up Committee Substitute for Senate Bill 168, the Tristan Murphy Act, on mental health. Senator Bradley described the bill as a major criminal justice and behavioral health reform measure that would expand pretrial mental health diversion, strengthen treatment-based probation conditions, broaden grant uses for mental health and substance abuse programs, add Hillsborough County to a forensic hospital diversion pilot, require certain DOC mental health evaluations, and create a Florida Behavioral Health Data Repository. Senators from both parties spoke in strong support, emphasizing treatment over incarceration, public safety, data collection, and the Murphy family’s role in advancing the bill. The Senate passed the bill 37-0 and then approved 37 co-sponsors.
The chamber then received the Senate’s 2025-26 General Appropriations Bill, SB 2500, with Chair Hooper outlining a $117.4 billion budget that he said reduces spending, preserves reserves, and includes major investments in water quality, transportation, education infrastructure, and reporting requirements. Committee chairs summarized their portions: K-12 funding at $34.7 billion with increases for FEFP, scholarships, VPK, school hardening, and school safety; higher education at $11.5 billion with workforce, nursing, reading, autism, and student aid investments; health and human services with a $1.8 billion increase for Medicaid, mental health, opioid response, disability services, and veterans programs; criminal and civil justice at $7.6 billion for corrections, juvenile justice, law enforcement, courts, and judgeships; transportation/tourism/economic development at about $18 billion including roads, housing, Visit Florida, and cultural grants; and agriculture/environment/general government with major Everglades, water quality, citrus, food bank, and agency IT funding.
Members then questioned several budget items, especially education funding formulas, the shift of scholarship dollars below the line, the impact on public school districts, AP/IB and other accelerated program funding, the APD wait list, opioid settlement spending, arts grants, and the My Safe Florida Home and condo pilot programs. Chairs generally said scholarship and accelerated-program dollars were being restructured for transparency and flexibility rather than cut, that school districts would still receive funding based on enrollment, and that APD and other human services issues would continue to be worked out in conference. The budget discussion concluded with remarks praising staff and noting a 4% across-the-board pay raise for state employees and targeted increases for law enforcement and firefighters, followed by a recognition for FAMU Day at the Capitol.

The Housing Committee heard public testimony on House Bill 2664, which would remove the certified-mail requirement for serving unlawful detainer and related notices under landlord-tenant law. Committee staff explained that the bill would instead deem service complete when notices are mailed from within the state with proper postage, and would keep other service methods such as personal delivery or posting plus mailing when the recipient is not on the premises. Representative April Connors, the bill sponsor, said the measure is intended to clean up notice provisions affected by prior legislation and reduce the burden on renters who currently must retrieve certified mail from the post office; she also noted a question from Representative Zahn about whether lease renewals are included and said she would follow up on that issue.
Testimony was overwhelmingly in support. Housing providers, property managers, landlord associations, and business groups said certified mail has created high costs, administrative burden, and many undelivered notices, with several witnesses reporting large percentages of notices returned unclaimed. Supporters argued the bill would improve the likelihood that tenants actually receive notices, reduce confusion, and lower costs for housing providers. One witness also said the current process can be inconvenient or inaccessible for tenants, while another raised privacy and safety concerns about posting notices on doors.
No one testified in opposition. Committee members asked very few questions, and the chair reminded testifiers that props are not allowed. The hearing concluded without a vote or other action on the bill, and the committee adjourned after a brief congratulatory comment to Vice Chair Hill on chairing her first Housing Committee meeting.

HB 803 on acupuncture updated outdated statutory language, clarified the definition of acupuncture, listed allowable point injection therapy items while prohibiting certain drugs, and affirmed referral authority for imaging and labs; it passed 16-1 amid support from acupuncture stakeholders and opposition from several medical groups.
PCS for HB 1545 would create recurring state funding for Parkinson’s disease research at the University of South Florida and a consortium of Florida universities; it drew support from USF, the Michael J. Fox Foundation, and Mayo Clinic, with concerns raised about limiting participation to universities, and it passed unanimously. HB 901, which clarifies procedures for parents challenging court-appointed psychologists in family law cases, passed 15-1 with support from a witness and no debate. HB 591, the children with developmental disabilities/autism bill, was presented as a broad early-diagnosis and intervention measure to help children enter treatment and mainstream life sooner; it received supportive testimony from the Florida PTA and strong floor support, and passed unanimously.
Finally, PCS for HB 1299, the Department of Health agency bill, made multiple changes including preventing the mRNA vaccine from sunsetting in statute, adding vaccination-status protections in the patients’ bill of rights, updating medical marijuana center screening and reporting requirements, revising nurse active-practice requirements, making technical compact changes, and extending sovereign immunity protections to dental students doing charitable clinic work. After a brief note that optician-related provisions had been removed, the bill passed unanimously. The committee adjourned after reporting all measures favorably.

Supporters, including county and city representatives, law enforcement, AFSCME, and risk management officials, argued the changes were needed to control rapidly rising claims costs and protect public budgets. Opponents from the ACLU, civil rights, poverty, immigrant, and LGBTQ advocacy groups said the bill would weaken accountability, reintroduce qualified immunity-like protections, and make it harder for people harmed by government actors to seek justice. After a failed motion to table and a 5-5 vote on the committee substitute, the bill remained in committee and did not advance.
