Summary: The Senate opened with prayer, the Pledge of Allegiance, and several introductions, including recognition of Alpha Kappa Alpha Founders’ Day and a visiting debate student. The chamber then took up a committee report on 52 executive appointments. After explanation by Ethics and Elections Chair Don Gates, the Senate adopted the report and confirmed the appointments by a vote of 39-0. The first major bill was SB 250 on rural communities. Senator Simon described it as a broad rural development package creating an Office of Rural Prosperity, a Renaissance Grant Program for counties losing population, housing and transportation investments, additional funding for rural education, and rural health care measures. Two amendments were adopted to remove overlapping health provisions in light of a new federal rural health grant and to update hospital funding estimates. Senators from both parties spoke in support, while also asking about eligibility and access to grant funds. The bill passed 39-0. The Senate then considered CS/SB 318 on educational scholarship programs. Senator Gates said the bill responds to Auditor General concerns by separating scholarship funding from public school funding, requiring student identification and enrollment verification, reducing administrative fees for scholarship funding organizations, requiring annual audits, and directing the Department of Education to develop a competitive selection and performance plan for those organizations. Three amendments were adopted, including removal of a declining-enrollment provision for later conforming legislation and changes to enrollment documentation and withdrawal procedures. Senators from both parties supported the bill while raising concerns about accountability, student oversight, and school quality. The bill passed 38-0. Afterward, the Senate waived rules so SB 250 and CS/SB 318 could be immediately certified to the House. The session ended with announcements, including Palm Beach County Day at the Capitol and a reminder about the chamber group photograph, followed by adjournment until the next scheduled meeting.

Summary: The Senate convened with a prayer, pledge, doctor-of-the-day introduction, and several recognitions, including a Founders’ Day tribute to Alpha Kappa Alpha Sorority, Inc. and a welcome to a nationally ranked student debater in the gallery. The chamber then took up a committee report on 52 gubernatorial executive appointments; after explanation by the Ethics and Elections chair, the Senate adopted the report and confirmed the appointments by a vote of 39-0. The first major bill was SB 250 on rural communities. Senator Simon described it as a broad “Rural Renaissance” package creating an Office of Rural Prosperity, a Renaissance Grant Program, housing and transportation investments, education funding, and rural health care improvements. Two amendments were adopted to remove overlapping health-care provisions in light of new federal rural health funding and to update hospital funding amounts. Senators from both parties spoke in support, emphasizing the bill’s focus on rural infrastructure, health care access, and local flexibility. The bill passed 39-0. The Senate then considered CS/SB 318 on educational scholarship programs. Senator Gates explained that the bill responds to Auditor General concerns by separating scholarship funding from public-school funding, tightening enrollment verification, reducing administrative fees, requiring student identification numbers, improving reimbursement processes, and directing the Department of Education to develop a business plan for scholarship funding organizations. Three amendments were adopted, including removal of a declining-enrollment provision from the bill, with that issue expected to move elsewhere. Senators discussed transparency, accountability, and protections against overpayments and unverified enrollments, while also noting the need to preserve support for school districts. The bill passed 38-0. After both bills passed, the Senate waived rules to immediately certify SB 250 and CS/SB 318 to the House. The chamber also heard announcements recognizing Palm Beach County Day at the Capitol and scheduled a group photograph for the following Thursday before adjourning until January 22 or upon the President’s call.

Summary: The Assembly Committee on Revenue and Taxation heard several bills focused on transit funding, veterans’ tax relief, clean energy incentives, housing development costs, and tax conformity. SB 63 would authorize a Bay Area regional sales tax measure for transit agencies facing fiscal shortfalls; supporters said it was needed to avoid major service cuts, while the California Taxpayers Association opposed it on Proposition 13/218 concerns. SB 56 would exclude veterans’ disability compensation from income calculations for the disabled veterans’ property tax exemption, and SB 296 would expand property tax relief for 100% disabled veterans and certain surviving spouses; both drew broad veterans’ support. SB 86 would extend and expand the California Alternative Energy and Advanced Transportation Financing Authority sales and use tax exemption program, including fusion energy, and SB 302 would conform state tax law to federal clean energy credit monetization provisions; both were backed by industry, labor, and clean energy advocates. SB 328 would cap Department of Toxic Substances Control fees on contaminated-soil remediation for infill and master-planned housing projects, with housing groups arguing the current fee structure can make projects infeasible. SB 711 would update California’s tax conformity date to January 1, 2025 to reduce complexity and inconsistencies with federal law, and was supported by tax professionals and business groups. Several bills were held or sent to suspense, while others advanced with amendments. After quorum was established, SB 63 passed the committee 4-2 and SB 86, SB 302, SB 328, and SB 711 were referred to suspense, with SB 86 and SB 302 later approved out of suspense with amendments. SB 56 was held in committee, SB 296 was made a two-year bill, and SB 284 and SB 723 were held. The committee also approved a number of additional suspense-file bills, including SB 293, SB 359, SB 419, SB 587, SB 603, SB 663, SB 710, and SB 785, while SB 591 was approved with amendments and SB 353 was made a two-year bill. The hearing concluded with the committee adjournment after final roll calls and bill actions.

  • committee and in amendments, but for the time being, I would like to request that the committee pull Section
Summary: The committee heard and advanced several insurance, financial regulation, and public safety bills. SB 1656, a large Office of Insurance Regulation bill, was taken up with a delete-all amendment and extensive discussion. The bill would increase transparency in insurance rates and mitigation data, update reciprocal insurer rules, limit use-and-file rate filings, expand cybersecurity breach notification, and strengthen oversight of continuing care retirement communities (CCRCs). Residents and senior advocates generally supported stronger oversight to prevent bankruptcies like the Unison case, while CCRC operators and industry groups warned that lien authority, reserve requirements, and other provisions could raise borrowing costs and burden well-run communities. The committee adopted the delete-all amendment and then reported the bill favorably after debate and public testimony. The committee also passed SB 1658 on the public records database for uniform mitigation verification forms, with a clarifying amendment protecting policyholders’ personal information. SB 1612 on financial institutions was reported favorably after an amendment and substitute amendment dealing with credit union investment limits and reimbursement rules for board members. SB 1740, an insurance bill aimed at reducing premiums and insolvency risk, was amended to prioritize rate-decrease filings and prohibit AI as the sole basis for claim denials; it was then reported favorably. SB 1212 on firefighter health and safety was amended to add occupational disease language and other firefighter protections, including safer gear, cancer prevention, and possible telehealth mental health services, and was also reported favorably. Finally, SB 1184 on residual market insurers was amended to preserve existing excess-and-surplus line standards, strengthen consumer disclosures, and clarify Citizens-related appointment rules before being reported favorably. Throughout the meeting, committee members repeatedly noted that several bills were still being refined with stakeholders, and multiple public witnesses testified in support of or opposition to the CCRC and insurance provisions, focusing on resident protection, financial stability, and unintended cost impacts.

Summary: The Senate Committee on Education Postsecondary met to receive an update from Florida developmental research lab schools on articulated health care programs created under the Live Healthy initiative and Senate Bill 76. Chair Calatayud opened the meeting, confirmed a quorum, and heard presentations from P.K. Young/University of Florida, Florida State University Schools, FAMU Developmental Research School, and Florida Atlantic University Laboratory School. Each school described efforts to build K-12-to-postsecondary health care pathways, expand dual enrollment and industry certifications, and share replicable curriculum models with other districts. FSU Schools highlighted its HERO program, including CNA and food manager certifications, dual enrollment growth, reserve seating at colleges, and a paid internship with the Department of Health tied to emergency shelter operations. P.K. Young described its Healthy Lives Blueprint, which combines K-8 wellness experiences, a new high school health and human performance pathway, AP and science course expansion, a planned gymnasium redesign, and partnerships with Santa Fe College and UF. FAMU DRS reported growing dual enrollment, partnerships with FAMU, Tallahassee State, and Lively, and a goal of serving at least 100 students and 40 staff through health career exposure, certifications, and AA/AS pathways. FAU Lab School described a more advanced model that integrates elementary through high school research and health science experiences, including biotechnology, bioengineering, and partnerships with health and research institutions. The school reported 87 peer-reviewed student publications, more than $350,000 in student grants, six patents, and pipelines into FAU’s medical and nursing programs, including a Med Direct pathway and a National Merit Scholar pipeline. Committee members asked about student readiness for nursing programs, dual enrollment, articulation with state colleges, and how the lab school models could be disseminated statewide. The meeting concluded with praise for the programs and a motion by Senator Fine to adjourn, which was adopted without objection.
