Summary:
The Senate convened with a quorum, offered prayer, and recognized the Doctor and Nurse of the Day, along with several visiting groups in the galleries, including the Goldsby Volunteer Fire Department and families honoring fallen firefighters Todd Pendleton and Brian Jenkins, the Sapulpa Elks Antlers, the Grove Chamber of Commerce, and northeastern Oklahoma cattlemen. The chamber adopted Senate Resolution 39, celebrating the 100th anniversary of U.S. Route 70 and its economic importance to southern Oklahoma communities.
The main item of business was the Joint Committee Report for Senate Bill 1177, the General Appropriation Bill for the State of Oklahoma. Senators questioned the budget’s overall size, the use of gross production tax revenues, the new sovereign/endowment trust fund, Medicaid and Health Care Authority funding, mental health appropriations, child care subsidy funding, school security, career tech, tourism, the Commissioners of the Land Office, textbook allocations, and several other agency lines. The chair explained that the budget included about $1.5 billion in cash and sweeps, a $250 million base appropriation for the Health Care Authority, $200 million for the endowment trust fund, $31 million for PREP projects, $25 million for the Governor’s Quick Action Closing Fund, and other agency-specific appropriations and supplements.
Several members debated the report before adoption. Supporters argued the budget addressed agency needs and future savings, while opponents criticized it as a flat or spending-heavy budget that favored special projects and well-connected interests over core services such as child care, mental health, water infrastructure, and county needs. After debate, the Joint Committee Report for SB 1177 was adopted, and the Senate moved through the budget discussion with no recorded roll-call vote in the transcript provided.

Summary:
The Agriculture Committee first considered two executive nominations and approved both unanimously. Rebecca Hartfield was re-nominated to the State Board of Veterinary Medical Examiners, where she described her rural mixed-animal veterinary work and efforts to encourage future veterinarians. James Harrell was then nominated to the Oklahoma State University Veterinary Medical Authority; supporters emphasized his commitment to rural Oklahoma and addressing the shortage of large-animal veterinarians, and he discussed efforts to improve veterinary education and recruit more Oklahoma students. Both nominations passed 13-0.
The committee then took up House Bill 3391, which would add improper advertising as a basis for revoking a commercial pet breeder license and define advertising to include digital and social media. Members asked about the definition and scope of commercial pet breeders. The bill passed on a 9-4 vote. House Bill 4128, dealing with black bear hunting season and harvest limits, drew extensive debate. An amendment to move the opener to September 21, expand counties, and let the Wildlife Commission set quotas failed 6-7. The underlying bill, which would have kept the September 15 opener and a 200-bear limit, also failed 3-9 after testimony and debate focused on bear population data, nuisance complaints, and concerns about out-of-state hunters and impacts on female bears.
House Bill 3557, which would keep locally raised county extension funds in separate accounts so they are not swept into state accounts, passed 10-2 after questions about how local, state, and federal funds would be handled. Finally, House Bill 3239 on veterinary telemedicine passed 9-3. The bill defines the veterinarian-client relationship needed before telemedicine can be used, with supporters saying it would provide needed structure while preserving access for rural livestock care; opponents worried it could restrict access in emergencies. The committee then adjourned.

Summary:
The committee first took up an update from the Kentucky County Clerks Association on the transition to electronic recording and land records modernization. Testimony explained that legislation from the 2021 task force created funding and deadlines for counties to provide online search portals and complete a 30-year property record search, with a later move to a 60-year standard. Speakers said the money has been awarded to counties, but much of the work is still in progress because records must be scanned, indexed, and manually verified. They said only a handful of counties are fully compliant with electronic recording so far, while many are still working through staffing and vendor issues. They also noted that the 60-year standard may ultimately be easier and more efficient to complete than the 30-year standard, and that compliance is expected to improve by next summer.
The clerks’ representatives also raised related issues, including deed fraud, the county document storage fee, and KDLA digitization grants. They said online recording can make deed fraud easier to attempt, so they expect to seek legislation next session to address it. They described an existing notification service available in many counties that alerts property owners when a document is recorded, which can help detect suspicious activity quickly. They also said the storage fee and separate county account structure has generally worked well, but that two recent KDLA grant cycles have not released money for clerks, limiting support for digitization work. Another topic was whether, once records are fully digitized and verified, some permanent records should remain publicly accessible or be moved to a safer archive under KDLA control.
Members asked about the balance in the KDLA fund, what the General Assembly could do to help lagging counties, and how much of the $25 million modernization funding had been spent. Witnesses said they did not have the current fund balance but would try to get it, that the main obstacle now appears to be staffing rather than additional money, and that the funds have been awarded but not fully expended because work is still ongoing. They emphasized that counties are helping one another and asked members to alert association leadership if any county is struggling. The committee then heard a presentation from Dan London, executive director of the Lincoln Trail Area Development District, who described area development districts as regional staff extensions and technical resources for cities and counties, and highlighted their role in coordinating regional services and partnerships across county lines.
