  • So it's a great program. Yeah, it's a pretty amazing deal that we are very proud of.
  • I'm just curious what your community program is.
Summary: The meeting was an Aviation Caucus gathering hosted at Paine Field and Boeing, with introductions from legislators, aviation organizations, airport officials, and industry representatives. Speakers emphasized the importance of aviation and aerospace to Washington’s economy and the need to better educate lawmakers and the public about the sector’s value. Several participants also highlighted the role of airports in business activity, emergency response, wildfire support, and medical services, and urged attendees to build relationships with legislators to protect and expand aviation funding. A major topic was opposition to the aviation-related tax provisions in Senate Bill 5801, described by speakers as a luxury and privilege tax on aircraft. Legislators and industry advocates argued the tax would discourage aircraft ownership and use in Washington, drive aircraft and business operations out of the state, and harm jobs and tax revenue. They said the caucus would continue working toward repeal of the aircraft tax provisions and broader solutions for aviation infrastructure funding, though they acknowledged the state budget situation makes new funding difficult this year. John Dobson presented data estimating aviation’s large share of state GDP, jobs, wages, and tax revenue, and also raised concerns about aviation fuel tax revenues being diverted away from aviation purposes. The meeting also featured updates on mental health efforts in aviation, with Brian Baumoff of the Pilot Mental Health Campaign describing federal legislation to improve access to treatment and transparency around medications, and a prior state bill aimed at helping pilots navigate medical leave and treatment costs. Haley Coffey of the Aerospace Futures Alliance encouraged participation in its upcoming Hill Day to strengthen aerospace advocacy in Olympia. Boeing representatives gave an overview of company safety and culture changes after recent incidents, workforce and supplier numbers in Washington, production plans including a permanent Moses Lake site and a future Everett narrow-body line, and workforce development programs such as Core Plus Aerospace and tuition support. The caucus also adopted a House resolution honoring Harry R. Anderson for becoming the first person to fly and sail solo to all seven continents, and attendees toured the Boeing facility after the meeting.

Summary: The Senate Natural Resources Committee met on March 27 with a quorum present, approved prior minutes, and then took up several resolutions and one bill related to wildlife, water resources, and conservation. H.C.R. 79, as amended, urged the U.S. Forest Service and the Department of Wildlife and Fisheries to work together to allow the use of dogs for hunting in Kisatchie National Forest; supporters described it as a traditional hunting practice that has been restricted for years and could benefit local hunters and businesses. H.C.R. 104, as amended, asked the Department of Conservation and Energy and the Louisiana Geological Survey to study and modernize the collection, retention, and access to subsurface data, with members emphasizing the need to avoid sharing company-specific information. H.C.R. 87 was reported favorably to support correspondence from U.S. Sen. Kennedy regarding duck flyway management, H.C.R. 54 was reported favorably to study the impact of flooded corn on migratory waterfowl and restore an enforcement mechanism related to hunting over intentionally flooded crops, and H.C.R. 94 was reported favorably to require annual boating safety reports to legislative committees. The committee then heard HB 1209, which would have paused new cooperative endeavor agreements for surface water withdrawals while allowing existing agreements to continue and be renewed through December 31, 2036. The author said the bill was intended to give the state time to develop a more comprehensive, data-driven surface water strategy and to address invasive species such as giant salvinia, which he said has severely affected waterways in his district. Members and witnesses acknowledged the seriousness of the issue, but there was concern that the bill was too complex to move quickly in the session. The committee discussed converting it into a study resolution instead, and the bill was deferred without objection. The meeting then adjourned.

Summary: The commission to study the cost of special education met, confirmed a quorum, introduced members and guests, and approved the minutes from the October 29 meeting. Members noted the commission’s mandate under Senate Bill 57 and emphasized the need to focus on recommendations and findings by July 1, 2026. The chair also distributed additional handouts, including materials related to the Education Freedom Account (EFA) program and administrative rules tied to differentiated aid and disability determinations. The main discussion centered on how students qualify for differentiated aid under the EFA program. Matt Sutherton of the Children’s Scholarship Fund explained that the organization, which contracts with the state to administer EFAs, accepts either school-district/IEP documentation or a medical certification of disability (MCD) from a licensed medical professional. Members questioned how this process relates to the state’s special education rules and whether the school-district examiner standards in ED 107/1107.04 apply to EFAs. Sutherton said the MCD form, created with the department, requires the medical professional to sign that they are qualified to make the determination and to identify the disability. Several members expressed concern that the EFA process is less rigorous than the school-district IEP process and may be inflating disability counts. One member argued that the administrative rules cited are primarily for school districts, not EFAs, and said the Department of Education may not know how many of the roughly 890 EFA students receiving differentiated aid came through school-district documentation versus the MCD pathway. Another member said the EFA system appears more generous than the school system and raised concerns about oversight, auditing, and whether the program’s data are accurate. Sutherton said the organization reviews signed documentation, credentials, and diagnosis information, and may request additional records to help adjudicate expenses. No votes or formal actions were taken beyond approving the prior minutes.

Summary: The House Revenue and Finance Committee met to consider House Substitute 1 for House Bill 386, which would create a temporary Delaware income tax deduction for qualified tip income from tax years 2027 through 2029. The sponsor described it as relief for service workers in restaurants, salons, and similar tipped occupations, with a deduction of up to $15,000, income-based phaseouts, a refundable credit for lower-income workers, and a sunset for later review. Committee members raised questions about the resident/non-resident language, the fiscal note, and whether the Department of Finance could implement the change; Finance said the department could administer it and expected only modest administrative costs, while the Comptroller’s office said the bill would reduce general revenue. After a brief recess to review updated language, the committee took public comment, but no one testified. A motion to release the bill failed to receive enough votes, and the chair said she would walk it to seek additional signatures. The committee then considered Senate Bill 219, which would phase in an increase in the military pension income exemption from $12,500 to $25,000 by tax year 2029. The sponsor argued the measure would help attract and retain military retirees, citing economic return estimates, workforce benefits, and support from all 21 Senate co-sponsors. Some members supported the bill as a way to reward service and bring in long-term residents, while others questioned whether the exemption should be income-based rather than available to all military retirees, including those with substantial second careers. The Department of Finance said it could operationalize the bill and that the non-resident language was unnecessary because the subtraction is already picked up in the non-resident code section. Public testimony from veterans’ organizations strongly supported the bill, emphasizing that the exemption can influence retirement decisions and help veterans and their families stay in Delaware. A motion to release the bill also failed to get enough votes, and the chair said she would walk it for signatures before adjourning the meeting.
