  • Next up, we've got the LESC-endorsed legislation proposals.
  • Any opposition to this being an endorsed legislative... Any other discussion?
  • Any opposition to this being an endorsed legislation from the committee? The opposition.
  • Is there opposition to this being an endorsed legislation?
  • Okay, so with a 4-2, it does go in as adopted legislation. Thank you.
Summary: The committee first heard a detailed staff presentation on the LESC FY27 public school support recommendation. Staff reviewed the budget structure and explained that, despite a downward revision in state revenue estimates, the recommendation still relied on recurring and non-recurring revenue to support educator compensation, insurance, transportation, literacy, math, special education, and other school programs. Major recurring items included a 3% compensation increase, funding for an 80-20 health insurance cost share, insurance premium growth, and transportation adequacy funding. Staff also flagged a possible supplemental need of up to $35 million for virtual education tied to rapid enrollment growth in Chama and Santa Rosa, and members raised concerns about the quality, accountability, and funding model for virtual programs. Members asked questions about transportation for rural districts, the Martinez-Yazzie lawsuit fees, the treatment of enrollment declines in the school funding formula, and whether the word “average” in salary language should remain in the budget. Staff explained that the SEG should remain whole, that the insurance and transportation recommendations applied to all public school employees but not contractors, and that the budget included multiple math-related investments spread across several lines rather than one single appropriation. There was also discussion of out-of-school learning grants, school meals, literacy center operations, special education training, and the Public Education Reform Fund, including the use of multi-year, evaluation-based appropriations for high-impact tutoring and community schools. After discussion, the committee adopted the LESC budget recommendation. The committee then moved to endorsed legislation proposals. It endorsed a bill allowing the secretary to suspend an individual school board member, with notice and appeal procedures clarified, and a bill creating an 80-20 health insurance cost-share requirement for public school employees, along with a study of the sustainability of public school insurance programs. It also endorsed a bill on attendance provisions for students with severe medical conditions, which would keep those students from being classified as excessively absent. Finally, the committee discussed a teacher residency bill that would raise stipend levels, allow residents to complete service anywhere in New Mexico, and remove the requirement that sponsoring schools must hire them, though the bill did not include an appropriation. Members also raised questions about bilingual, Hispanic, and Black education funding, cultural and linguistic supports in teacher preparation, and where various programs should be placed in the budget or PERF framework.

Summary: The Financial Estimate Committee met on July 6, 2026, to begin work on the financial estimate for IP 28, after reviewing the statutory process and confirming that only IP 28 had cleared the signature threshold for consideration. Staff explained the committee’s duties under ORS 250.125 and the timeline for draft statements, public hearing, and final adoption. The committee also designated Carol Moreno C. Fuentes to file the committee’s eventual statements. Staff from the Department of Administrative Services and the Legislative Revenue Office presented preliminary analysis of IP 28, describing major uncertainties in estimating impacts because the measure is not a tax law change and would affect multiple industries and government functions. Preliminary figures discussed included an estimated $56.5 million loss in the current biennium and $6.7 million in reduced expenditures, with larger projected revenue losses of roughly $244.1 million to $258 million and reduced expenditures of $30.7 million to $34.9 million in 2027–29, plus $87.8 million to $88.3 million in increased expenditures. Analysts said the biggest effects would likely involve agriculture, fish and wildlife, hunting and fishing, local government enforcement, and possible shifts in state funding, but many impacts remained difficult to quantify. Committee members raised concerns about local government costs, law enforcement and prosecution burdens, impacts on the hospitality and recreation sectors, possible effects on tribal governments and treaty rights, and whether the measure would affect shellfish and crabbing. They also discussed the Humane Transition Fund, subsidies, possible litigation costs, and whether the statement should include broader uncertainty language and multiple scenarios. Members generally agreed the draft should be revised to better reflect uncertainty, clarify assumptions, and possibly use bullets or other formatting to improve readability. No vote was taken. The committee agreed to treat the current draft as a working version, with staff to revise it based on the discussion and return an updated draft before the next meeting scheduled for July 17 at 2 p.m., with both in-person and virtual participation available.

Summary: The Senate opened with routine proceedings, approved the prior day’s journal, and then took up a budget extender. Senator Serrano’s appropriation bill was recalled from the Assembly, reconsidered, amended, and sent through Rules to the floor. During debate, senators discussed the ongoing delay in finalizing the state budget, the 13th extender, school aid payments, the Yonkers school district payment, and unresolved issues such as Tier 6 retirement changes and other budget policy items. The extender was passed 57-2 after debate, with senators pressing for more transparency about the budget negotiations and the majority responding that those issues were not germane to the extender. The chamber then recognized several resolutions and guests. Senators spoke in support of Resolution 1948 honoring New York State 4-H and its Capital Days participants, Resolution 2054 commemorating Italian American Day, and Resolution 1620 mourning Denis Michael Troy of Rockland County. The Italian American Day resolution drew extensive remarks from many senators about family histories, immigration, cultural contributions, scholarships, and community traditions, and the Senate welcomed honored guests from the Italian American community. The Rosalyn Yalow Charter School fencing team was also introduced, along with the family of Denis Troy. The Senate then moved through a long calendar of bills, passing measures on public service, city administrative code, municipal law, correction law, criminal procedure, real property tax, education, social services, public health, executive law, parks, judiciary, and alcoholic beverage control, among others. Several members explained votes on bills related to ratepayer protection, hip-hop lyrics in criminal cases, sovereign nations and gaming compacts, and the Traveling with Dignity Act requiring adult changing stations in public facilities. Most bills passed with broad support, though some drew notable negative votes. The Senate completed the calendar and adjourned until Tuesday, May 19, at 3:00 p.m.
