Summary:
The Senate Commerce Committee approved minutes from February 17 and February 19, 2026, then heard two competing short-term rental bills: Senate Bill 1263 and House Bill 583. SB 1263, sponsored by Sen. Harris, would limit local regulation of short-term rentals while allowing basic safety rules, emergency contact information, and certain fire/health standards; supporters said it balanced property rights and local control, while opponents argued it still imposed burdens, did not solve existing local overreach, or failed to address infrastructure and safety concerns. HB 583, carried by Sen. Lakey, would more broadly restrict local governments from singling out short-term rentals for special licensing, caps, occupancy-day limits, or other regulations beyond those applied to ordinary residences, while preserving general safety, nuisance, and building-code enforcement. Proponents framed it as a property-rights bill and a clarification of Idaho’s 2017 short-term rental law; opponents warned it would weaken local control, public safety, and community planning in resort areas.
Testimony on both bills reflected the split between resort-city officials, fire/safety officials, and rental owners. Supporters of SB 1263, including representatives from resort cities, argued it was a reasonable middle ground that preserved local ability to contact owners and enforce safety rules. Opponents of SB 1263 said it would create instability, impose burdens, and still allow overreach. On HB 583, supporters emphasized equal treatment of short-term rentals as residential uses and said local governments were discriminating against owners; opponents, including some city officials and safety advocates, said the bill would prevent communities from addressing parking, occupancy, inspections, and other local concerns, and could increase emergency-response and life-safety risks. Several witnesses described local ordinances in places like McCall, Driggs, Bear Lake, Coeur d’Alene, and Lava Hot Springs, with some citing safety incidents and others citing overregulation.
After debate, the committee first voted on SB 1263 and adopted a motion to hold it in committee by a 5-4 roll call vote. The committee then considered HB 583. A substitute motion to send HB 583 to the 14th order for possible amendment failed by a 7-2 vote, and the original motion to send HB 583 to the Senate floor with a do-pass recommendation then passed 8-1. The committee adjourned after sending HB 583 forward and holding SB 1263.

Summary:
The committee heard public testimony on several labor-related bills. On Substitute Senate Bill 5874, staff and Senator McEwen described a proposal to let the Employment Security Department waive penalties for minor quarterly reporting errors by employers, especially inadvertent electronic filing issues involving occupational codes and job titles. No one testified in opposition, and the public hearing was closed.
The committee then heard extensive testimony on Engrossed Second Substitute Senate Bill 5847, which would expand injured workers’ access to medical providers, allow medically appropriate departures from L&I treatment rules, prohibit employers from requiring treatment from a specific provider, and set timelines for utilization review. Supporters, including workers’ advocates and union representatives, said the bill would improve access to care and reduce delays, while business groups opposed it as weakening the provider network and raised concerns about costs and claim duration. L&I said it could implement the bill with a technical fix and noted that the fiscal note was still being updated. A previously adopted claims-manager staffing amendment was discussed but not included in the version heard.
On Engrossed Second Substitute Senate Bill 5061, the committee heard testimony on requiring public works contracts to update prevailing wage rates annually rather than freezing them at bid time. Labor groups supported the bill as protecting workers from wage erosion on long projects, while contractor groups opposed it unless amended to allow change orders for wage increases above 5 percent, citing unpredictable jumps in prevailing wage rates and added risk for small contractors. L&I requested a delayed effective date to July 1, 2028 because of IT changes. The committee also heard testimony on Senate Bill 5944, which would make missed or canceled appointment payments bargained economic compensation for language access providers, and on Substitute Senate Bill 5972, which would extend interest arbitration rights to correctional employees in city and county jails regardless of county population. Labor groups supported both bills; counties and a city representative opposed 5972 over cost concerns and asked for fiscal safeguards.
Finally, the committee heard Engrossed Substitute Senate Bill 6302, which would require L&I to investigate possible misclassification when three or more independent contractors are used for the same type of finishing work on a public works project. Labor and contractor groups both supported the amended version, saying it targets misclassification without banning legitimate independent contractors. The hearing ended after testimony, with no votes or final committee actions taken during the meeting.

Summary:
The Military Affairs and Border Security Committee heard two bills. SB 1055 would require immediate notification to ICE or CBP when a person unlawfully present in the U.S. is arrested by state or local law enforcement for a state or local offense. Supporters said it simply strengthens cooperation with federal authorities and clarifies existing law; opponents, including the ACLU of Arizona and several public commenters, argued it is redundant with current statute, could pressure officers to prolong stops or arrests, and would increase fear, racial profiling, and distrust of police in immigrant communities. Members debated whether the bill conflicted with SB 1070-era law and whether it would create new legal liability or merely add a reporting requirement after arrest. The committee voted 4-3 to give SB 1055 a do-pass recommendation.
The committee then considered SB 1065, which appropriates $300,640,000 in FY 2027 from the general fund for a Hyperbaric Oxygen Therapy for Military Veterans Fund. Senator Rogers described hyperbaric oxygen therapy as a non-drug treatment that could help veterans with PTSD and improve quality of life, while supporters emphasized the need to explore options for veterans’ mental health and trauma care. Some members said they supported moving the bill forward but had budget concerns or wanted more detail on how veterans would be selected for the program. The committee approved SB 1065 unanimously, 7-0, with a do-pass recommendation, and then adjourned until the following week.

Summary:
The Maryland Senate convened with a quorum present and began the session with an invocation by Rabbi Ari Goldstein of Temple Beth Shalom, who urged senators to listen carefully, act with humility and integrity, and keep policy focused on real people and practical justice. His remarks were journalized without objection. The chamber also welcomed several guests, including a senior Girl Scout troop from Jefferson, family members of a senator, and visiting teachers, educators, and students from the College Board Foundation.
The main floor action was a resolution recognizing Korean-American Day and honoring the Korean Society of Maryland and the broader Korean American community for their contributions to Maryland and the nation. The sponsor highlighted the community’s history since the first Korean immigrants arrived in North America in 1903 and named several Korean American leaders present in the gallery. The resolution was read in full and adopted unanimously, with applause and thanks extended to the guests.
The Senate then handled first-reader bill introductions: Senate Bill 280, relating to state parks terminology in the Natural Resources/Education/Energy/Environment committees, and Senate Bill 281, the Metro Funding Modification Act of 2026, referred to Budget and Taxation. Leadership noted that the early weeks of session would be committee-heavy, with most bills going to standing committees rather than the floor. Committee chairs then gave scheduling updates, including truncated hearing formats due to bill volume, upcoming hearings on longevity, the AHEAD model and emergency department wait times, election law bills, controller briefings, and departmental hearings. The Senate adjourned without objection until Wednesday, January 21, for a 10:00 a.m. pro forma session.

Summary:
The Appropriations Committee on Higher Education received a presentation from the Governor’s Office and the Commissioner of Education on the proposed higher education budget. The presentation highlighted a $117.4 billion overall state budget, with education at $32.5 billion and higher education receiving a modest overall increase. Key items included no tuition or fee increases for Florida residents, major financial aid funding such as Bright Futures, Benacquisto, EASE, Open Door, and first responder scholarships, as well as workforce investments including apprenticeship programs, career and technical education, nursing pipeline funding, and performance-based funding for colleges and universities.
Committee members asked questions about the proposed expansion of the Guardian program at state colleges and the $100 million university recruitment and retention fund. Officials said the Guardian funding would give colleges flexibility to use trained personnel for campus safety, sometimes alongside or in place of campus police or private security. The Chancellor explained that the recruitment and retention money would be distributed to universities with no specific directives beyond using it for faculty recruitment and retention, emphasizing Florida’s favorable demographics and the opportunity to attract faculty from states facing enrollment declines.
The committee then heard testimony from multiple appointees and reappointees to boards of trustees at state colleges and universities, including Eastern Florida State College, Lake-Sumter State College, State College of Florida Manatee-Sarasota, Miami Dade College, Northwest Florida State College, and St. Johns River State College. Each described their backgrounds and stressed themes of affordability, workforce alignment, nursing and technical programs, dual enrollment, and local community needs. Several cited strong nursing licensure pass rates and college outcomes. After hearing all appointees, the committee voted unanimously to confirm the full block of nominees, and the confirmations were reported favorably before the meeting adjourned.
