The House convened, completed roll call, approved the journal, and took up several Senate bills and one Senate concurrent resolution through motions to reconsider, return bills for reconsideration, and refer measures to additional Committee of the Whole sessions for further amendment. Early actions included returning SB 1175 and SB 1198 to the Senate for reconsideration, rescinding passage of SB 1336 so it could be reconsidered, and referring SB 1111 and SB 152 to an additional COW. The House also recognized Representative Travers for a personal privilege statement honoring National Women Veterans Recognition Day and recorded attendance.
In Committee of the Whole, members adopted floor amendments and recommended passage for SB 1511, SB 1552, SB 1198, SB 1110, SB 1618, SB 1431, and SCR 1004, with some debate on SB 1110’s home-confinement/reentry program, SB 1618’s Military Affairs Commission changes, and SB 1431’s city and town authority over residential project standards and streetscapes. The House later adopted the COW reports and moved the measures to engrossing or third reading as appropriate. SB 1336 and SB 1519 were also advanced from committee, while SB 1004 was reconsidered and ultimately failed on reconsideration.
On third or final reading, the House passed SB 1127, SB 1180, SB 1428, SB 1198, SB 1336, SB 1511, SCR 1004, SB 1552, HB 2104, HB 2105, HB 2114, HB 2311, HB 2729, and HB 4117. SB 1687, SB 1004, SB 1519, and SB 1502 failed. Members explained votes on several measures, including support for tax administration clarity in SB 1180, objections and support for the May primary proposal in SB 1687, concerns about sex offender monitoring in SB 1004, support for the Arizona Beef Council in SB 1198, and debate over the photo enforcement referral in SCR 1004. The session also included recesses for caucuses, lunch, and dinner, plus a brief technical outage of the live stream.

He said the law strengthened pre-arrest delinquency citation use, raised the target for eligible citations to 70%, required written justification for releasing youth charged with certain felony firearm offenses, and directed the department to develop a firearm-offending curriculum focused on avoidance and consequences. He described a new statewide graduated sanctions matrix for probation technical violations, intended to provide quicker and more consistent responses without overburdening courts. He said early data showed reductions in weapons/firearm offenses and auto theft, and that the department had conducted circuit-level outreach to law enforcement, courts, and providers to support implementation.
Members asked about the number of unauthorized alien children in detention or residential care, teacher vacancies and whether instruction continues when staff are absent, screen-time and supervision concerns with laptops, and whether students are reentering local schools with improved academic performance. Hall said he did not have data on immigration status, that FLVS and classroom staff provide continuity when teachers are absent, that devices are checked in and out and security has been tightened, and that the department is still early in implementation but is hearing positive anecdotal feedback from parents. Vice Chair Smith asked for more detail on the firearm curriculum, and Hall offered to provide it. The committee took no formal votes and adjourned after no public testimony was offered.

The Legislative Audit Education Institution Subcommittee met to review 57 education audit reports, including 52 with no findings and five with findings. The committee also reviewed a referred finding at Nettleton School District involving a $1.9 million fraud scheme tied to emailed bank-account change requests; the district recovered $1.5 million from the bank and arranged for the vendor to reimburse the remaining $204,890 loss. Members questioned why the vendor would repay money it did not receive, and the report was also held over to the June meeting for further explanation. A separate referred case at Camden-Fairview noted unauthorized credit card charges of $2,140, with $262 remaining as a loss after bank reversals. Staff also presented non-referred findings at Cedar Ridge, including improper Title I payroll charges, salary overpayment and underpayment errors, and an unreconciled bank account variance, and at Green County Technical School District, where a $1,400 vendor check was fraudulently diverted but later recovered. Those reports were filed after no objections.
During discussion, staff explained that Legislative Audit is trying to reduce recurring fraud and control problems by advising schools on verifying banking changes in person or through other direct contact, using bank controls such as positive pay, and monitoring accounts more frequently. Members encouraged schools to take audit training seriously and noted that clean reports should be recognized as a positive result. The remaining 52 reports with no findings were filed as reviewed, and the meeting adjourned with no new business.

The Assembly met in session after a quorum call, heard a prayer and pledge, and then moved through a large daily file of bills and resolutions. Early procedural motions were adopted, including re-referrals and a motion to allow the Appropriations Committee to notice SB 73, which passed 46-15. Members also introduced several guests, including young legislators, schoolchildren, a championship girls’ basketball team, realtors, and CASA advocates.
On the floor, the Assembly concurred in Senate amendments to AB 1389, a tribal gaming compact urgency bill for the Yurok Tribe, which passed 55-0 on the urgency and measure. The body then passed a series of bills on topics including trespass enforcement (AB 1632), pest control fees (AB 2380), county investment authority (AB 2080), pupil achievement gap reporting (AB 2149), transit board stipends (AB 1625), e-filing for workplace violence restraining orders (AB 2179), election eligibility restrictions for registered sex offenders (AB 2753), juvenile firearm possession and deferred entry of judgment (AB 2636), court access and First Amendment issues (AB 1544), physician medical record integrity (AB 1637), forced marriage protections (AB 2534), and local authority to restrict under-12 e-bike use in San Mateo County (AB 2595). Most of these measures passed with little or no opposition, with votes ranging from 53-0 to 63-0.
The Assembly also adopted ACR 173, reaffirming California’s sister-state relationship with Jalisco, Mexico, after adding 50 coauthors. Later, it adopted ACR 163 designating May as Missing and Murdered Indigenous People Awareness Month after extensive testimony from the author and multiple caucus members emphasizing the crisis, data gaps, tribal sovereignty, and the need for more resources and action; 64 coauthors were added before the resolution passed by voice vote. The chamber likewise adopted ACR 180 designating Compost Awareness Week and ACR 182 establishing Youth Mental Health Awareness Week, both after coauthor roll calls and voice votes.
The day concluded with urgent action on AB 108, which provides up to $25 million in one-time emergency bridge funding for distressed hospitals facing imminent closure. Members from both parties spoke in support, citing rural access, prior hospital closures, and the need to protect community health care; the bill passed 59-0 and was sent to the Governor immediately. The Assembly then handled consent calendar items, heard an adjournment in memory for labor leader Larry Mazzola Sr., and adjourned until Monday, May 11 at 1 p.m.
