Summary: The Agriculture Committee first considered two executive nominations and approved both unanimously. Rebecca Hartfield was re-nominated to the State Board of Veterinary Medical Examiners, where she described her rural mixed-animal veterinary work and efforts to encourage future veterinarians. James Harrell was then nominated to the Oklahoma State University Veterinary Medical Authority; supporters emphasized his commitment to rural Oklahoma and addressing the shortage of large-animal veterinarians, and he discussed efforts to improve veterinary education and recruit more Oklahoma students. Both nominations passed 13-0. The committee then took up House Bill 3391, which would add improper advertising as a basis for revoking a commercial pet breeder license and define advertising to include digital and social media. Members asked about the definition and scope of commercial pet breeders. The bill passed on a 9-4 vote. House Bill 4128, dealing with black bear hunting season and harvest limits, drew extensive debate. An amendment to move the opener to September 21, expand counties, and let the Wildlife Commission set quotas failed 6-7. The underlying bill, which would have kept the September 15 opener and a 200-bear limit, also failed 3-9 after testimony and debate focused on bear population data, nuisance complaints, and concerns about out-of-state hunters and impacts on female bears. House Bill 3557, which would keep locally raised county extension funds in separate accounts so they are not swept into state accounts, passed 10-2 after questions about how local, state, and federal funds would be handled. Finally, House Bill 3239 on veterinary telemedicine passed 9-3. The bill defines the veterinarian-client relationship needed before telemedicine can be used, with supporters saying it would provide needed structure while preserving access for rural livestock care; opponents worried it could restrict access in emergencies. The committee then adjourned.

Summary: The committee met in a new room and took up a package of 10 bills, mostly sunset extensions. Chairman Kendrick explained that although the bills were drafted as one-year extensions, he moved committee amendments on each to change the sunset date from 2027 to 2031 so the agencies would stay on a five-year cycle and avoid having too many sunsets come due in the same year. The committee adopted the amendments, and the bills were then presented and advanced. The bills extended the Board of Cosmetology and Barbering (HB 3000), Child Death Review Board (HB 3001), Commission on County Government Personnel Education and Training (HB 3002), Board of Chiropractic Examiners (HB 3003), Board of Examiners of Optometry (HB 3004), Oklahoma Climatological Survey (HB 3005), Oklahoma Advisory on Indian Education (HB 3006), Environmental and Natural Resources Advisory Councils (HB 3007), and Board of Tests for Alcohol and Drug Influence (HB 3008). HB 4319 was a separate policy bill changing the Administrative Procedures Act to require specific and explicit statutory authority, codifying a common-law requirement. Most bills passed unanimously after the amendments, with HB 3007 passing 9-2. After the bill votes, Chairman Kendrick returned to the chair and gave an update on administrative rules work, saying the committee was preparing multiple rules bundles and resolutions for floor consideration. He emphasized that fiscal analyses marked “unknown” are unacceptable under the Administrative Procedures Act and the Raines Act, and that agencies must provide a comprehensive analysis or use “zero” or “none” instead. The meeting then adjourned.

Summary: The House Committee on Human Services and Homelessness heard several resolutions focused on disability access, housing, and support for Native Hawaiian beneficiaries. SCR 63 SD1 would have the Disability and Communication Access Board study communication needs in health care settings for people who are deaf, hard of hearing, or deaf-blind and revise provider guidance; testimony was strongly supportive, including from the board, a physician, and a family member who described harmful delays in care, and the committee later recommended passage as is. SCR 8 would require counties to act within 45 days on completed permit applications for home modifications needed for an older adult or person with a disability; testimony noted delays in permitting and financing, and the committee recommended passage as is. The committee also heard SCR 160, which urges state housing agencies to create a “housing ladder” program to help individuals and families move from subsidized to unsubsidized housing. Hawaii Public Housing Authority and other agencies supported the concept, and DHS described its family self-sufficiency program and said prior federal resident-services funding had declined over the past 20 years. The committee acknowledged the program may already exist in some form but still recommended adoption of the resolution as is. SCR 90 would ask county planning departments to establish kupuna-friendly building permit requirements for parking accessibility in private businesses. The committee moved it forward with an HD1 for technical amendments; a member raised concern that the measure did not specify the age threshold for “kupuna,” and said they would vote with reservations. Finally, SCR 93 would direct DHHL and the Statewide Office of Homelessness and Housing Solutions to develop a coordinated support and stabilization pathway for Native Hawaiian beneficiaries experiencing homelessness or very low income. DHHL said it is already operating a transitional housing effort called Ka Leo Opu Mama for about 18 beneficiaries using more than $6 million in federal Nah Ho Sa funds, with no dedicated state funding, and the committee recommended passage as is. The meeting ended with the chair thanking testifiers and members and adjourning the hearing.

Summary: The committee on Energy and Environmental Protection heard testimony on three measures related to cleaner fuels. On HB 1986, which would require the Department of Transportation to adopt rules for a clean fuel standard by January 1, 2028 and include reporting and public informational sessions, testimony was largely supportive from state commissions, fuel companies, airlines, and other industry and advocacy groups. Supporters said the bill would create a long-term framework for reducing emissions and developing cleaner fuels in Hawaii. Opposition came from Energy Justice Network, which argued that so-called clean fuels are not carbon-free, would be costly, and could delay a needed transition to electrification. The department later said it was monitoring the bill and was concerned about costs. No vote or final action was taken in the hearing. The committee then heard HB 1694, a sustainable aviation fuel tax credit bill that would provide a per-gallon credit for SAF, cap annual credits at $20 million, require reporting, and sunset in 2035. The Department of Taxation testified on administration, while the Department of Transportation said it supported the measure as a short-term strategy to jump-start SAF until the clean fuel standard ramps up. Airlines, fuel companies, the Hawaii Food Industry Association, the Hawaii Renewable Fuels Coalition, and others supported the bill, saying it would send a market signal, help close the cost gap with conventional jet fuel, and encourage local production and investment. Opponents, including Energy Justice Network, Life of the Land, and Ted Metros, argued the bill would be expensive, could lock in a transitional fuel system, and would not produce enough fuel to meet demand. Committee members asked about the likely impact and the share of total fuel demand the credit could support; DOT said the supported gallons would be only a very small percentage of annual demand and that the credit was intended to work alongside the future clean fuel standard. Finally, the committee took up HB 1695 HD1 on renewable fuel, which expands the renewable fuels production tax credit. Testimony was again mixed but generally supportive from the Department of Transportation, Department of Taxation, Island Energy Services, airlines, the Tax Foundation, Pana Pacific, and the Hawaii Farm Bureau. Supporters said the measure would encourage local feedstock production, create agricultural opportunities, and help attract investment in renewable fuels. Pana Pacific requested an amendment to explicitly include camelina in the definition of renewable feedstocks. Opponents, including Energy Justice Network and Life of the Land, repeated concerns about cost, imported feedstocks, and the risk of undermining full electrification goals.
