Summary:
The committee heard several probate, family law, judicial, property, and contract-related bills. Senate Bill 1335, relating to decedents’ estates, would remove outdated references to a clerk’s certificate, allow courts to remove personal representatives on their own motion with notice by qualified delivery method, and add independent administrators to provisions that referenced only independent executors; an estate-planning attorney testified in support, and the bill was left pending. Senate Bill 1760, concerning guardianship transfer fees and procedures, was described as setting a $45 filing fee for transferred guardianship cases and clarifying completion and dismissal procedures; it received no testimony and was left pending. Senate Bill 2127 would shorten the eligibility period for retired judges to serve as visiting judges from eight years to six, restrict practice in their assigned region for two years, and require conflict-related certification; it also was left pending without testimony. Senate Bill 302 would shift the cost of a traveling probate judge to the requesting estate or parties rather than the county; one witness registered in favor, no one testified, and the bill was left pending.
The committee then considered a committee substitute for Senate Bill 252, which would clarify the parental presumption in conservatorship cases, require non-parents seeking relief against a parent to file an affidavit showing significant impairment to the child if relief is denied, require courts to state specific findings when overcoming the presumption, confirm the clear-and-convincing standard, and clarify that agreed prior orders do not defeat the presumption. The substitute was explained as consensus language from a work group, public testimony was reopened, and the bill was left pending. Senate Bill 1734, on deed fraud, would create a streamlined ex parte process for property owners to have fraudulent deeds declared void, modeled on the fraudulent lien statute; county clerk and title association representatives testified that it would provide a low-cost self-help remedy for a growing problem, and the bill was left pending subject to the chair. Senate Bill 1975 would prevent Texas contractors from being forced to litigate disputes in foreign jurisdictions and require disputes to be handled in the county where the project is located; it was presented as a repeat of a previously vetoed bill and was left pending.
Finally, the committee took up a substitute for Senate Bill 1940, concerning transfer-on-death style beneficiary designations for manufactured homes. The substitute would allow one or more beneficiaries instead of only one, transfer the interest to surviving designated beneficiaries who survive by 120 hours, extend the application period for transfer to 365 days, void the designation if not timely filed, and require mailing by certified or registered mail with return receipt requested. The substitute was adopted without objection. The committee then recessed subject to the call of the chair.

Summary:
The Committee on Federalism, Military Affairs & Elections met and took up several election- and campaign-related bills. SB 1006 would raise the threshold for itemizing in-state individual campaign contributions in committee reports from $100 to $200 and increase the aggregate reporting threshold accordingly; staff described it as a straightforward campaign finance update, and it passed 4-3. SB 1029 would treat a candidate committee as intending to terminate upon the candidate’s death and allow certain designated individuals to serve as treasurer; testimony from the Town of Queen Creek described practical problems encountered after the deaths of officeholders, and the bill passed unanimously 7-0. SB 1038 would require county election officials to transmit the cast vote record to the Secretary of State and prohibit alteration except as otherwise allowed; members debated whether CVRs are already public records and whether the bill was needed, and it passed 4-3. SB 1237 would add county recorders and the House and Senate election committee leaders to the list of officials consulted by the Secretary of State when prescribing the Elections Procedures Manual; county officials testified this would better reflect their role in early voting and other election functions, and it passed 4-3.
The committee also heard SB 1057, which would require vendors providing ballot paper fraud countermeasures to meet specified ISO certifications and include at least three of ten listed security features. Staff explained the ISO standards, and members discussed whether the bill needed additional safeguards and whether it differed from a vetoed bill from the prior session. The bill passed 4-3, with some members noting they wanted amendments or had concerns about the standards and the bill’s structure.
After discussing several additional measures, the chair indicated he was not comfortable moving the remaining bills without the sponsor present. Without objection, the committee held the remaining bills and adjourned.

Summary:
The Committee on Health and Human Services opened with remarks about shortening meeting times and then heard a JLBC presentation on the effects of H.R. 1 on SNAP. JLBC staff explained that H.R. 1 expands SNAP work requirements, raises the state share of SNAP administrative costs from 50% to 75% beginning in FY 2027, and could require Arizona to pay a share of benefits if its SNAP error rate exceeds 6%. JLBC estimated the administrative cost increase at about $33 million in FY 2027 and $44 million in FY 2028, and said a 2024 error rate of 8.8% could trigger about $139 million in state benefit costs under the new federal formula.
The committee then considered HB 2797, which requires DES to regularly review data from other agencies to verify SNAP eligibility, post fraud and noncompliance data, and address out-of-state EBT purchases. Supporters said it would improve program integrity and help Arizona avoid federal cost-sharing penalties; the bill passed 7-5. The committee next heard HB 2180, which appropriates $2.5 million in FY 2027 to the University of Arizona for AZ REACH, a statewide hospital transfer coordination service. Supporters from rural hospitals and the health system described it as a useful, voluntary service that speeds transfers and reduces burden on physicians, while one health system representative asked for better operational coordination. The bill passed 11-1.
HB 2184, as amended, would extend fetal death certificate filing requirements to fetal deaths at or before 20 weeks if requested by the mother and require notice of the option to transfer remains to a funeral home before an abortion. Supporters, including a mortuary owner and parents who had experienced miscarriages, said it would give grieving families dignity and closure; opponents raised concerns about reproductive rights and language in the bill. The committee adopted the Bliss amendment and passed the bill 7-4-1. HB 2188, as amended, created a Language Acquisition Grant Program for services to deaf or hard-of-hearing infants and toddlers. Supporters said it would streamline funding and preserve family choice among spoken language, ASL, or both, while an opponent argued the bill should more explicitly ensure equal access to ASL and Deaf Culture services; the bill passed 12-0.
The committee also considered three more H.R. 1-related SNAP bills. HB 2442 would require able-bodied adults under 60 receiving SNAP to participate in an employment and training program unless exempt; supporters said it would connect recipients to work and training, and it passed 7-5. HB 2448 would bar DES from seeking work-requirement waivers or discretionary exemptions unless authorized by law; supporters said it would prevent broad waivers and improve employment outcomes, and it also passed 7-5. Finally, HB 2206 would require DES to reduce the SNAP payment error rate to 3% by 2030, submit annual progress reports, and face corrective action if targets are missed. Supporters said it would save taxpayer money and improve accountability, while opponents argued the target was too aggressive without more staff or funding and could strain DES; the bill was still under discussion at the end of the transcript.

Summary:
The committee heard several consumer-protection and insurance measures. HB 1511 HD2 would prohibit unsolicited mail or email using high-pressure tactics or falsely implying affiliation with another entity; it drew support from the Office of Consumer Protection, the DCCA Insurance Division, and the Service Contract Industry Council, with some written support and at least one opposition. HB 1535 HD2, concerning automated external defibrillators and a tax-related provision for devices installed in certain public accommodations, received comments from DOTAX and the Tax Foundation, with additional support from the Department of Health and other groups. HB 1642 HD1 would ban ownership or operation of digital financial asset transaction kiosks that accept U.S. currency; it was strongly supported by OCP, the Attorney General, and AARP, while kiosk operators and industry representatives opposed the ban and urged a regulatory approach instead, including licensing, transaction limits, refunds, and other safeguards. Members questioned whether federal action could preempt the bill and whether a licensure regime could be funded through a surcharge, but no action was taken during the discussion.
The committee also took up HB 1753 on social media account deletion and permanent erasure of personal information, with OCP standing on its initial comments and TechNet and Will Caron in support. HB 1810 HD2 would impose prompt payment and financial reporting requirements on professional solicitors selling donated tangible property on behalf of charities; Goodwill Hawaii testified in strong support, emphasizing donor trust and transparency, and several nonprofit and business groups submitted supportive testimony. HB 2282 HD1, which would require explanations for premium increases and clarify insurance licensing and cancellation/non-renewal procedures, was supported by the Insurance Division and OCP; a vice chair asked for complaint data related to condo associations, and a member noted that the same agencies had previously opposed similar Senate bills. Finally, HB 2614 HD1 would require cosmetics merchants to accept returns of new or unopened goods within specified time frames and improve signage requirements; OCP said the bill addressed longstanding complaints about high-pressure sales tactics and no-return policies, citing over 180 complaints and survey results showing most complainants did not understand the policy and felt misled.

Summary:
The meeting was chaired by Chairman Schweikert and involved a comprehensive discussion on how to utilize artificial intelligence (AI) for reducing waste, fraud, and improper payments within federal programs. Key witnesses, including Mr. Andrew Canarsa from the Council of the Inspectors General, provided insights on the potential of AI in enhancing government efficiency. The committee emphasized the importance of reliable data and thorough examination of AI application to avoid unintended consequences while addressing the estimated $162 billion in improper payments reported by the federal government. Concerns were raised regarding the recent firing of inspectors general and the impacts that could have on oversight and accountability processes.
