For the bill, For the Fishes strongly supported stronger protections and suggested adding abundance as a metric, while NOAA and DLNR discussed the difficulty of setting universal benchmarks because reef conditions vary by location. Randy Kosaki and CARES supported the bill, emphasizing coral decline and the need for measurable goals, while committee members asked about restoration projects, benchmarks, and whether the bill’s deadlines were meant to require a plan rather than immediate achievement. Finally, the committee took up SB 2937, which would create a search and rescue card program and special fund to reimburse state, county, and volunteer search-and-rescue operations. DLNR’s wildlife division said it stood on its written testimony, and the Hawaii SAR Alliance supported the concept but said Hawaii first needs a stronger search-and-rescue framework, including a state coordinator, before implementing such a program.
