Zimmer outlined the commission’s structure, staffing, legal slot and card room locations, and the Seminole gaming compact, noting that changes in state law or court rulings could affect compact revenue. Members asked for additional information on salaries, commission vacancies, and how veterans’ organizations can determine whether gaming machines are legal. Harold described the commission’s enforcement work against illegal casinos, saying they are widespread, often exploit vulnerable patrons, and can be tied to organized crime, weapons, drugs, and other offenses. Harold reported thousands of complaints, more than 4,000 illegal slot machines seized, over 100 illegal casinos raided, millions in proceeds recovered, and numerous arrests and joint operations with other agencies. He said the main barriers are weak misdemeanor penalties and limited staffing, and requested two additional enforcement squads, one in southwest Florida and one in Jacksonville. Members questioned the cost of the request, storage of seized machines, coordination with local law enforcement, and how the public can report illegal gambling. The commission said it works with local agencies, has many MOUs, and directs the public to its website and law enforcement hotline for reporting.

Senate Bill 2898 increased the MIMA disaster assistance trust fund from $20 million to $40 million and passed 128-0, and Senate Bill 2924 authorized spending from that fund and passed 119-0. Other appropriations measures included Senate Bill 2825 on the healthcare industry zone act, Senate Bill 2832 extending a repealer for the short-line railroad tax credit, Senate Bill 2834 on motor vehicle specialty tags, Senate Bill 2835 allowing banks to use third-party vendors to check liens, and Senate Bill 2846 on conduit bonds; each was explained as largely conforming to House language or adding reverse repealers, and each passed overwhelmingly. The Ways and Means calendar included Senate Bill 2850, which removed a reverse repealer and updated the Advantage Jobs Act to align incentives with prior commitments and future tax changes; it passed 119-0. Senate Bill 2873 expanded administrative forfeiture procedures to products on the cigarette and ends registry and passed 117-1. Senate Bill 2882 clarified that tax assessors cannot require settlement statements for homestead exemptions and passed 118-0. Senate Bill 3111, which would exempt up to 10 cases of wine donated annually to nonprofits from alcohol taxes, drew some concern and passed 97-13 after a reverse repealer was added. Senate Bill 316 added energy storage facilities such as batteries to the definition of alternative energy for local ad valorem tax purposes and passed 114-1. Senate Bill 3124 revised the Pregnancy Resource Act to allow individuals as well as businesses to participate in the tax credit, adjust reporting and in-state requirements, and incorporate House language; the transcript cuts off before the final vote on that bill.

Later, the Senate also passed SB 182 on annexation by minor boundary adjustment after amending the House changes to allow one annexation per year instead of one every two years, and it passed HB 5101 increasing strangulation penalties, HB 4364 on juvenile offender bail and counsel language, HB 4412 on age verification for certain websites, HB 5564 on deputy sheriff vacation carryover, HB 4138 on sex offender registration fees, HB 4951 after receding from its earlier amendment on continuing education, SB 4 after receding from its amendment, SB 389 after refusing to concur in a House amendment that would have stripped the bill, SB 927 on beekeeping and municipal regulation, and HB 5214 on drug testing for parents before reunification. A major portion of the meeting was devoted to Senate Resolution 67 honoring Senator Michael Andrew Woelfel and Senate Resolution 68 honoring Senator Charles Houston Clements. Numerous senators gave extended remarks praising Woelfel’s legal skill, candor, mentorship, and service, and Clements’s long service, institutional knowledge, steadiness, and friendship. Both resolutions were adopted by roll call votes, with SR 67 passing 34-0 and SR 68 passing 33-1. After the resolutions, the Senate recessed briefly to present the outgoing senators with resolutions and flags flown over the Capitol.
