Summary: The House convened, completed the roll call, prayer, and Pledge of Allegiance, and then took up several second- and third-reading items. Senate Bill 392 was assigned to Administrative Rules. Members also heard personal privileges and introductions, including a remembrance request for Oakland Ray Domer, recognition of a long-serving House staff member, and introductions of guests from Eastern Oklahoma State College, Associated Builders and Contractors of Oklahoma, the Doctor of the Day, and the Nurse of the Day. The chamber passed several measures. House Bill 1411 created a True Grit Trail for tourism, with supporters saying signage would be privately funded and installed at no cost to the state; it passed 92-0. House Bill 3143 extended the moratorium on new medical marijuana grow licensing to August 1, 2028, with supporters arguing it would help curb oversupply and black market activity; it passed 82-8. House Bill 3144, also related to medical marijuana, set a cap framework for when the moratorium ends so the industry would not return to rapid expansion; it passed 82-15. House Bill 3901 established a five-year pilot project for psychological autopsies within the State Department of Health to improve suicide prevention, but members raised concerns about privacy, rulemaking, and the bill’s breadth; it passed 73-24. House Concurrent Resolution 1019 supported naming a planned turnpike segment the Toby Keith Expressway in honor of the late singer’s music career, patriotism, charity work, and support for Oklahoma communities. House Bill 3981 created a locality incentive program for assistant district attorneys in areas of need and passed 83-11. The House then adjourned until February 26, 2026, at 9:30 a.m.

Summary: The Appropriations Committee on Health and Human Services met to hear and vote on a series of health, human services, and education-related bills, along with a presentation of the committee’s proposed HHS budget. The budget was described as increasing by more than $2.1 billion over the current base, with major funding highlighted for Medicaid and KidCare, rural health, provider rate increases, child welfare, mental health and substance use, opioid treatment, Alzheimer’s initiatives, cancer research, ADAP, veterans’ services, and IT modernization. Public testimony on the budget focused heavily on AIDS Drug Assistance Program funding and concerns about Department of Health changes affecting access, premium assistance, notice, and continuity of care for people living with HIV/AIDS. Among the bills reported favorably were measures on podiatric medicine and tissue-based products (SB 1092), background screening and clearinghouse procedures (SB 1168), child protective investigations involving specific medical diagnoses and second opinions (SB 42), clinical laboratory personnel licensure standards (SB 878), uterine fibroid data tracking and research (SB 196), medical marijuana treatment center oversight and related health provisions (SB 902), dyslexia and dyscalculia screening and intervention in schools (SB 1340), memory care licensure for assisted living facilities (SB 1404), congenital CMV education materials (SB 1414), Parkinson’s disease registry and related public records exemption bills (SB 1684 and SB 1686), and occupational therapy dry needling licensure standards (SB 914). Several bills were amended before passage, including SB 1092, SB 42, SB 902, SB 1684, and SB 1404. Testimony generally came from professional associations, advocacy groups, and affected stakeholders, with support voiced for most measures. The committee adopted amendments on the floor, heard no opposition during debate on the bills described, and then voted to report each measure favorably. At the end of the meeting, senators requested to be recorded in the affirmative on selected bills, and the committee adjourned.

Summary: The Senate Committee on Education Pre-K through 12 met with a quorum present and heard several education-related bills. The committee first considered CS/SB 1062 on speech and debate, which would create a Speech and Debate Hall of Fame, designate Speech and Debate Week, authorize a teacher endorsement, require FLVS to establish an institute for speech and debate, direct development of related coursework and credentials, and require annual district reporting. Supporters, including a parent and representatives of the Florida Debate Initiative and school groups, emphasized the academic and civic benefits of debate and the need for funding for travel and training. The committee adopted a delete-all amendment and then reported the bill favorably. The committee also heard and reported favorably SB 1718 on educator preparation and certification, with testimony from an Orange County principal and others supporting a proposal to let educators bank professional learning hours, and SB 1646 on educational facilities, which revises how facility funding is calculated and prioritized, including safety and planning considerations. The committee then took up CS/SB 564 on student volunteers at polling locations. An amendment clarified that high school students who are registered or pre-registered to vote may volunteer at polling places and count the service toward graduation or postsecondary financial aid requirements. Testimony from a county supervisor of elections and civic groups supported the bill as a way to engage students in elections and expand volunteer opportunities, while clarifying it would not conflict with existing election funding rules. The committee adopted the amendment and reported the bill favorably. Finally, the committee heard SB 1340 on coordinated screening and progress monitoring, which requires school districts to screen students for characteristics of dyslexia and dyscalculia, place identified students on support plans, and use evidence-based interventions, with State Board of Education rulemaking to implement the process. The sponsor and a supporting parent group stressed early identification and intervention. The committee reported the bill favorably. The committee also recommended confirmation of Laila Collins to the State Board of Education, and then adjourned.

Summary: The House convened with a quorum, offered an invocation, pledges, and a series of recognitions and guest introductions, including a memorial honoring J.B. White, a young Santa Fe basketball player killed by gun violence, and presentations for Disability Rights Awareness Day, Down syndrome advocacy, adult education and literacy, and Western New Mexico University’s 133rd birthday. Members also welcomed students, legislative fellows, and other guests, and several speakers used the announcements period to highlight community work, family milestones, and advocacy efforts. The chamber then received and referred several executive and Senate messages. Governor-authorized bills included HB 282 on school attendance enforcement and juvenile probation coordination, HB 292 creating the New Mexico Prison Rape Elimination Act, and HB 149 involving charter school facility financing; these were referred to the Judiciary or Appropriations and Finance Committees as applicable. The House also received Senate-passed bills and committee substitutes, which were referred to the appropriate House committees. In committee reports, multiple bills and memorials were adopted, including HB 4, HB 7, HB 65, HB 66, HB 80, HB 88, HB 96, HB 270, HB 280, HB 275, HB 285, HB 20, HB 166, HB 295, HM 46, HM 54, and SJR 1. On third reading, HB 38 on wheelchair insurance coverage was announced as being remanded back to the House Health and Human Services Committee for a simple amendment before returning to the floor. The main floor debate centered on HB 120, which addresses restraint and seclusion in schools. Sponsors said the bill is intended to improve student safety, clarify when intervention is allowed, require de-escalation and behavior-support training, improve documentation and parent notification, and prevent harmful or punitive practices. An amendment was adopted to replace the term “punishment” with “disciplinary action” and to add reporting to a legislative study committee. The bill then drew extended questioning about definitions, school resource officers, PBIS references, training requirements, data collection, and possible costs and liability, with sponsors emphasizing that the measure clarifies existing practice rather than imposing a specific curriculum or program.
