Summary:
The Senate convened with a quorum, opened with prayer, and recognized several guests and groups, including the nurse of the day, Donna Reynolds; the Tuttle High School wrestling team; auctioneer and ringman honorees; the Bristow Chamber of Commerce; Deer Creek cross country; Guthrie High School AP U.S. government students; and family members of Senator Reinhardt. The chamber also held a live auction demonstration on the floor, with Brandon Mendoza and Logan Snyder participating, and the winning bid was announced as $675. The Senate later recognized Millwood High School boys basketball and Isaiah Wilkes, the Gatorade Oklahoma Boys Basketball Player of the Year.
The body then considered and passed several House bills. HB 3016 created a two-year pilot vision screening program for kindergarten through third grade to identify convergence insufficiency disorders; it passed 34-10 and was declared an emergency. HB 2979 authorized the Department of Transportation to establish school zones on portions of state highways at local request and passed 41-0. HB 2288, a teacher return-to-work bill removing the earnings cap and allowing return after six months, passed 45-0 as an emergency. HB 2988 expanded the definition of harmful woody species and broadened the Terry Peach Water Restoration Act statewide; it passed 43-1. HB 362, defining retired municipal judges for firearm-carry authority, passed 40-4. HB 3315 directed the state regents to study whether some graduate programs could be 90 credit hours and report to the governor; it passed 38-6 as an emergency.
Additional bills passed included HB 3372, creating a $5 million revolving loan fund for charter school capital expenditures, after extended debate over public funds being used for improvements to privately owned facilities; it passed 39-6. HB 3530 required ABLE Commission records to be provided within 10 days when requested and passed 44-0. HB 3622 created a U.S. decennial census revolving fund in the Department of Commerce and passed 32-11. HB 3755 established a financial mechanism for juvenile detention centers to provide medication to youth in their care and passed 43-0. HB 4266, the omnibus specialty license plate bill, passed 25-19 after questions about out-of-state university plates. The Senate then made announcements about upcoming committee meetings, birthdays, and schedule changes, and adjourned until Monday, April 27 at 1:30 p.m.

Summary:
The Senate opened with the Pledge of Allegiance, approved the prior day’s journal, and then recognized several guest groups, including the Shenendehowa High School girls varsity cross country team and tennis champion Jolie Chichak, as well as the Downsville Central School Student Council. Senator Tedisco introduced the Shenendehowa athletes, highlighting their state and federation championships and strong academic records, and Senator Oberacker introduced the Downsville students. The chamber extended courtesies to the guests.
The Senate then moved through the calendar, passing a series of bills and resolutions. Among the measures approved were a bill designating Overdose Awareness Day, a real property tax bill, a public authorities bill, several education-related bills, a private housing finance bill, a workers’ compensation bill, and a labor law bill. Some items were laid aside before later being taken up, including the cannabis bill and the environmental conservation bill. Votes were largely unanimous or near-unanimous, with a few recorded negatives on certain bills.
The most extensive debate centered on Calendar 261, Senator May’s environmental conservation bill concerning renewable energy installations and transmission on state reforestation lands. Senator Walczyk and others questioned whether the bill would allow solar, wind, battery storage, tree cutting, herbicide use, and reduced environmental review, while supporters argued the bill was mainly about transmission corridors, climate goals, and preserving flexibility for DEC oversight and mitigation. After debate, the bill was restored to the non-controversial calendar and passed 42-13.
The Senate also passed Calendar 353, Senator Ramos’s labor law bill addressing class action wage recovery and statutory damages. Supporters said it would clarify the law so workers can recover full wages in class actions, while opponents warned it could encourage litigation against small businesses over technical payroll errors. The bill passed 47-8. The Senate then completed the calendar and adjourned until March 4, 2026, with intervening days as legislative days.

Summary:
The House began with a quorum call and several introductions, including Wagner Student Council, Heartland Homeschool educators, Northwest Technology Center leadership students, Leadership Oklahoma Class 37, and guests from domestic violence and sexual assault service providers. The chamber then took up House Bill 3131 on homeless shelter standards. The bill, as amended, would set baseline health, safety, sanitation, incident reporting, and fiscal transparency standards for shelters receiving state-administered federal funds, with a limited board to help write rules and local officials notified of issues. Supporters said it was aimed mainly at smaller communities lacking resources, while opponents argued it added state oversight without collaboration or funding and could burden nonprofits and faith-based shelters. The bill passed 65-31.
Members then passed several other measures: House Bill 3015 authorizing Service Oklahoma to issue and manage electronic credentials; House Bill 3472 on environment and natural resources; House Bill 3453 on eminent domain, shifting the burden of proof in court to the condemning authority while carving out utilities and oil and gas; House Bill 1638 expanding the Governmental Tort Claims Act definition of public trust to include trusts overseeing county jail facilities; House Bill 4128 on Game and Fish, adjusting bear hunting rules in selected eastern counties; and House Bill 4126 limiting liability for motocross and similar recreational tracks. House Bill 2710 created a 15-member committee to review future statewide radio system needs, and House Bill 2696, an open records bill for school district security and cybersecurity information, was amended and passed. House Bill 3552, giving child care providers flexibility to bridge subsidy reimbursement and tuition rates, also passed, though its emergency clause failed.
Later, House Bill 3031 was amended to create a workforce development fund in the Department of Commerce and passed, but its emergency clause failed. House Bill 3544 was narrowed to regulate social AI companions and protect minors from harmful interactions, and passed unanimously. House Bill 3521 modernized money transmission law, updated fees, and added rules for digital asset kiosks. House Bill 4488 established a standardized appraisal process for first-party motor vehicle damage disputes under insurance law. House Bill 1746 allowed juvenile detention facilities for high-risk youth to adopt safety plans. Finally, House Joint Resolution 1069 updated constitutional county boundary language and county-seat references, including adding Cotton County to the Constitution and making other boundary cleanup changes; it passed 74-14. The House then recessed.
