Summary: The House opened with prayer, the Pledge of Allegiance, and approval of the previous journal by roll call. Members then offered personal privilege remarks honoring Dr. Penelope Martin Knox of Raytown Schools for Black History Month and introduced guests, including Adeline Overcast, who was made a page for the day, and visitors from a rural hospital in Rolla. Several new bills were first read, including measures on blind pensions, penalties for impeding first responders, and flag display in the state capitol. The chamber then took up multiple third-reading bills. House Bill 2596, dealing with multiple employee self-insured health plans for small businesses, passed unanimously after supporters said it would help small employers offer affordable health coverage. House Bill 1644, addressing franchisor liability and joint-employer issues, passed 103-45 after debate over whether it protected small businesses or limited workers’ ability to sue franchisors. House Bill 2423, increasing funding for the Division of Finance through fee authority, passed 146-0 despite concerns about higher costs being passed on to consumers. House Bill 2641, regulating intoxicating hemp-derived products and aligning state law with federal changes, drew extensive debate over a beverage carve-out, impacts on hemp businesses, and public safety; it passed 109-34. The House also passed House Bills 2498 and the combined House Bills 2637 and 3155. HB 2498, a juvenile justice reform bill shifting some referral responsibilities to prosecutors and expanding information sharing, passed 100-44 after strong debate over whether it would politicize juvenile cases and overburden treatment facilities, versus claims it would improve accountability and public safety. The combined sentencing bill, HB 2637/3155, passed 102-45 amid disagreement over whether it was truly a transparency measure or instead increased mandatory minimums and reduced judicial discretion. Finally, the House considered House Joint Resolution 154, which opponents described as an attack on Medicaid expansion tied to work requirements. Supporters argued it would encourage able-bodied recipients to work, volunteer, or attend school and reduce administrative costs, while opponents warned it would increase bureaucracy and risk coverage losses for vulnerable Missourians. The transcript ends during the procedural vote on the previous question for HJR 154, before the final disposition is shown.

Summary: The Committee on Energy and Intergovernmental Affairs reconvened on April 21 and took up a series of House Concurrent Resolutions, with no public testimony. Members first approved HCR 43, urging raised crosswalks near Ala Wai Elementary at University Avenue, Malkiki Street, and Kamoku Street to improve student safety, and HCR 154, asking Hawaii County to expand the Heleon shared ride program islandwide, including rural and underserved areas. They also passed HCR 165, calling for permanent pickleball nets and court lighting at Kamilo Iki Community Park, and HCR 186, urging the U.S. Department of Defense and Defense Health Agency to extend health care authorization renewals for people affected by the Red Hill water contamination crisis. The committee then approved HCR 200, which urges the Department of Defense to reassess prior CERCLA-related closure decisions in light of evolving PFAS science. Members said the measure was intended to help keep PFAS out of the water system. HCR 202, establishing a legislative task force on Hawaii’s future energy pathways, was amended before passage to expand the task force’s scope to include separation of generation from transmission and distribution, add Senate leadership representation, and include representatives from the Agricultural Development Corporation and the Farm Bureau. Several members supported the amended version with reservations, expressing concern about possible cost impacts from separating generation and distribution. Finally, the committee passed HCR 206 HD1, which requests the Hawaii State Energy Office to convene a working group to study the impacts of large data centers on utilities, ratepayers, natural resources, and climate goals. All measures were adopted by the committee, with HCR 202 passing with amendments and the others passing unamended. The meeting then adjourned.

Summary: The committee heard presentations on the Senate’s proposed 2026-2027 budget, SPB 2500, with chairs outlining major spending in K-12 education, higher education, health and human services, criminal and civil justice, transportation/tourism/economic development, and agriculture/environment/general government. Highlights included a $115 billion overall budget, pay raises for state employees and public safety workers, major K-12 funding increases and enrollment supplements, higher education workforce and nursing investments, expanded Medicaid/KidCare and behavioral health funding, corrections and law enforcement operational funding, transportation and housing investments, and significant environmental and water quality spending. Members asked about civic education funding, declining enrollment, professor retention, APD waiver waitlists, cultural grant allocations, and other line items. Public testimony also addressed HIV/AIDS drug assistance funding and prison air conditioning. SPB 2500 was adopted as a committee bill after amendment consideration and a roll call vote. The committee then took up implementing and related budget bills, including SPB 2502 (implementing the General Appropriations Act), SPB 2504 (state employee bargaining placeholder), SB 7028 (Florida Retirement System contribution rates and related retirement changes), SPB 2506 (fuel tax distributions), SPB 2508 (state agency law enforcement radio system surcharge), SPB 2510 (termination of an unused court trust fund), SPB 2512 (new judgeships), SPB 2514 (K-12 conforming changes), SPB 2516 (higher education conforming changes), and SPB 2518 (health conforming changes). Most were explained as technical or conforming measures tied to the budget, and all were reported favorably as committee bills, with SB 7028 amended to direct a portion of increased contributions to disability and line-of-duty death benefits in the FRS investment plan. The committee also heard and passed several member bills, including CS for SB 1074 on rounding rules for cash transactions in a world without pennies, CS for SB 678 restoring the alcohol loss deduction framework for distributors, and SB 964 on firefighter cancer benefits and prevention. SB 964 drew the most discussion, with questions about the one-year death-benefit window, the separate $25,000 cancer diagnosis payment, and whether the bill could create gaps in coverage for firefighters diagnosed or dying just outside the new time limits. Firefighter representatives testified in support, saying the bill would provide clearer protections for members and families. All of these measures were reported favorably.
