Summary:
The Senate Committee on Veteran Affairs heard several bills focused on veterans’ mental health, criminal justice coordination, cemetery expansion, housing, vehicle registration, and anti-discrimination protections. SB 2926 would transfer administration of veterans’ mental health initiatives from HHSC to the Texas Veterans Commission, create a community-based mental health grant program, require a statewide veteran suicide prevention action plan, and add annual reporting requirements. SB 2938 would require county jails to verify and report veteran status at intake, help veteran inmates apply for federal benefits, and provide access to county veteran services and free visitation with service coordinators. Both bills were described as joint or practical efforts to improve coordination and service delivery for veterans, and both were left pending after no public testimony was offered.
The committee also heard SB 2543, which would give more flexibility to expand the Texas veterans cemetery system, and SB 2545, which would explore using manufactured homes as another affordable housing option for veterans through the Veterans Land Board. SB 2545 drew questions about how manufactured-home loans would work; a Texas Veterans Land Board witness said implementation would likely require closing at a title company rather than through a retail bill of sale, and the Texas Manufactured Housing Association testified in support. Both cemetery and housing bills were left pending.
Members then heard SB 2007, which would let vehicle registration applicants voluntarily designate military status so the DMV could record it and help with benefits and towing/impound issues involving deployed service members. Witnesses from the towing industry and DMV supported the bill, saying the current system lacks enough identifying information to run military-status checks and that the indicator could help prevent vehicles from being sold while owners are deployed. SB 2104 would add military status as a protected class under state anti-discrimination laws for employment, housing, and utilities; the author said it would address ongoing discrimination against service members, veterans, and military families. The Texas VFW supported the bill, citing the Leroy Torres case as an example of why additional state protections are needed. After discussion about overlap with federal law and existing state protections, SB 2104 was also left pending.

Summary:
The committee heard and advanced several bills, beginning with HB 3622 and HB 3621, both related to census and state data functions. HB 3622, as amended, removed direct appropriation language and would let Department of Commerce staff carry out census-related duties such as updating local census addresses and upgrading technology. HB 3621 would recreate the State Data Center at the Legislative Service Bureau to coordinate census-related programs across agencies such as Commerce, Tax, and others; both bills received unanimous or near-unanimous support and were reported out due pass.
A lengthy portion of the meeting focused on HB 3151, which would redefine instructional days so that only time students are actually in the classroom counts toward the instructional minimum, excluding professional development and parent-teacher conference time. The author argued the bill would close Oklahoma’s instructional-time gap and improve outcomes, while members raised concerns about funding, teacher pay, contract negotiations, and how districts would absorb the change. After debate, the bill passed 19-7. The committee also advanced HB 3706, which sets minimum elementary math instruction standards and expands math screening requirements, and HB 3708, which would allow private schools to use scholarship-granting organization funds for capital improvements to increase instructional capacity; both drew questions about funding, scheduling, and the scope of the programs but were reported out due pass.
Other measures approved included HB 3661, extending a sunset on a timber equipment tax provision; HB 3882, creating a revolving fund for ODOT’s lake access and industrial access grants; HB 4273, extending a tax credit to certain aerospace engineers at an ARM 1 higher education institution; HB 3644, tied to medical training and best practices after a fatal misdiagnosis; HB 2021, creating a DHS grant program for out-of-school programming, with discussion centered on whether it would effectively favor Boys and Girls Clubs and exclude other providers; HB 3986, extending a sunset; and HB 3972, cleanup language related to the Comanche County prison purchase. Most bills passed with strong support, and the meeting adjourned after the final votes.

Summary:
The House Agriculture Committee met with a quorum present and considered three bills. Senate Bill 53 would codify and continue the Farm to Community Program if federal support is reduced or unavailable, prioritize Delaware farmers, and require reporting and transparency. Testimony in support came from the Delaware Farm Bureau, the Academy of Medicine and Public Health, and Deputy Secretary of Agriculture Jimmy Crone, who said the department supports the bill. Members raised no questions, and the committee voted to release the bill by roll call.
The committee then heard Senate Bill 311, a Department of Agriculture maintenance bill updating Title 3 provisions related to plant industry and pesticides. The bill removes an outdated $100 license fee, requires certified private applicators to keep pesticide application records available for inspection, expands the definition of landscaper to include commercial entities installing their own nursery stock, and removes a good-character requirement for grain inspector applicants. With no public comment or questions, the committee voted to release the bill by roll call.
Finally, House Bill 371, sponsored by Representative Vanderwyn, would streamline the Agland Preservation Act by eliminating a redundant county advisory board step for farmland preservation districts. Representative Vanderwyn and Deputy Secretary Crone explained that the advisory boards were more useful when the program was new, but now the county planning and zoning commissions and the Department of Agriculture already provide the needed review. After brief discussion, with no public comment, the committee voted to release the bill by roll call and then adjourned.

Summary:
The Judiciary Committee met on Thursday, March 5, for a series of decision-making agendas and considered a long list of Senate bills. Early measures included SB 2151, which clarifies state and local authority during emergencies and revises the definition of “emergency”; the committee agreed to restore the broader, long-used definition and add a sunset date, then passed the bill with amendments. SB 3055, concerning false impersonation of an employee organization representative, was amended to remove liquidated damages and passed. Several technical or conforming bills also advanced, including SB 3067, SB 3077, SB 3131, SB 3134, SB 3144, SB 3152, SB 3154, and SB 3249, with most passed with technical amendments or unamended; some members noted reservations on SB 3249.
The committee also took up bills affecting public safety, health, and education. SB 3083 was amended to narrow notice requirements for protective orders involving military-affiliated individuals to a designated military security force, and SB 3118 on the Interstate Compact on Educational Opportunity for Military Children passed as is. SB 3134 modernized emergency medical services statutes, while another SB 3134 item addressed dangerous intoxication and civil protective custody. SB 3262, requiring the Hawaii State Teachers Board to submit nominees to the Board of Education, was amended to include a defective effective date. SB 3315, allowing a one-time medical cannabis purchase while registration is pending, was also amended to a delayed effective date and passed.
A substantial portion of the meeting focused on law enforcement and immigration-related proposals. SB 3322, which restricts facial coverings by law enforcement, requires visible identification, and sets agency policies on cooperation with federal immigration enforcement, was amended to remove an affirmative defense, make the penalty a misdemeanor, and incorporate exceptions for undercover work and related preparation; it passed with one no vote. SB 3251, barring certain former ICE and Border Patrol personnel from employment in specified state agencies, was narrowed to apply to those with more than 90 cumulative days of such work during a defined period and passed with reservations. SB 2057, a reconsideration measure limiting use of state personnel and funds to assist federal immigration agents beyond their authority, was further amended to clarify definitions, protect First Amendment activity, and preserve cooperation required by federal law; it then passed without objection. The committee adjourned after adopting each measure considered.
