- sets out the framework in which tribes and states can negotiate Class 3 gaming on tribal lands as permitted
- What will happen next is that we'll have the House hearing tomorrow, and then we go to commission hearing
Summary:
The Senate Business, Financial Services and Trade Committee held a public hearing on a proposed tribal gaming compact amendment involving the Lummi Nation and the Washington State Gambling Commission. Tina Griffin, director of the Gambling Commission, explained the compact amendment process under the Indian Gaming Regulatory Act, the role of the commission and legislative ex officio members, and noted that the proposal had reached tentative agreement and would next go to hearings before the commission and the House. She said the commission and tribe have a long-standing collaborative relationship.
Lummi Nation Vice Chairman Terence Adams and other tribal representatives described the tribe’s gaming history and the purpose of the amendment. The proposal would add or update compact provisions for higher table and lottery limits, extension of credit to customers, electronic table games, and conforming definition changes. Tribal representatives said the changes would support tribal governmental services and economic development while maintaining strong regulation and internal controls. Commission staff said similar provisions have already been approved for other tribes and that the tribe would be responsible for setting responsible credit limits and controls, including customer vetting and self-exclusion checks.
Senator Hasegawa asked about how credit would work and what oversight would apply, and staff said they would follow up with more detail. Senator Fortunato clarified that the request was for Lummi to receive provisions already available in other tribal compacts. Committee members also asked about the timing of public comment, and staff said it would be taken at the end of the hearing if any was signed up. No public comment was offered, and the chair closed the hearing without any vote or formal action taken by the committee.

Summary:
The committee hearing covered several higher education bills, with extensive testimony on student aid, affordability, and institutional debt. AB 587 would add veteran representation to the California Student Aid Commission; the author said the change would bring lived experience from the veteran community to student aid policy, and members raised a concern about keeping the commission’s membership odd-numbered, which the author said would be addressed by amendment. AB 791 would standardize cost-of-attendance housing calculations using objective data and improve notice of the adjustment process; supporters said current budgets often underestimate students’ real living costs, while UC, CSU, and independent colleges opposed or had concerns about the bill’s prescribed methodology, fiscal impact, and a 14-day turnaround for adjustments. AB 850 would create a one-term grace period for students with institutional debt to re-enroll while arranging repayment, bar reporting that debt to credit agencies, and require more transparency; proponents described students being blocked from continuing school over debts, while CSU, UC, and private-college representatives said they already use holds and payment plans and worried about added liabilities and budget pressures. AB 537 would extend the California College Promise Program to part-time community college students; supporters said most community college students attend part-time and should not be excluded from fee waivers, while the committee noted fiscal concerns but ultimately advanced the bill. AB 7 would allow universities to consider whether an applicant is a descendant of American chattel slavery in admissions as a reparative measure; supporters framed it as lineage-based reparative justice, while opponents argued it would function as a racial proxy and conflict with Proposition 209 and equal-protection principles. The committee took roll-call votes on the measures, advancing AB 587, AB 791, AB 850, and AB 537 to Appropriations, with AB 850 and AB 537 receiving fewer votes and the roll left open for additional members.

Summary:
The House convened, recited the Pledge of Allegiance, and received a gubernatorial message on fiscal year 2026 supplemental appropriations, which was referred to the Committee on Ways and Means. The House also approved several resolutions, including honoring Abby Goodman, reaffirming Massachusetts-Taiwan friendship, recognizing the Cambodian American Khmer New Year celebration, and observing Elks National Youth Week. Senate petitions on assisted living residences and medication administration in rest homes were referred to the Committee on Aging and Independence, and the House concurred with those referrals.
The main legislative business was House Bill 5279/5375, the transportation bond bill financing long-term improvements to municipal roads and bridges. Ways and Means recommended an amended substitute bill, and the House adopted the amendment and advanced the bill to third reading. Later, the House took up the substitute bill, House 5375, and members spoke in support of the Chapter 90 transportation package, emphasizing municipal road and bridge funding, rural road mileage distribution, housing-related infrastructure, lifecycle asset management, DCR deferred maintenance, and MBTA electrified locomotives. A roll call vote was ordered, and the bill was passed to be engrossed by a vote of 155 in favor and 0 against.
The House also passed to be engrossed a bill authorizing the grant of easements or takings of certain parcels of land to the city of Boston. In addition, the chamber received the certified returns for the 5th Essex District special election and adopted an order creating a special committee to escort the Governor, Lieutenant Governor, and Executive Council for the swearing-in of Representative-elect Andrew Francis Robert Tarr. Tarr was then administered the oaths of office by Governor Maura Healey and seated. The House later adopted an order to adjourn and recessed until the next day at 11 a.m. in informal session.
