For 2023, hospitals reported fewer infections than predicted nationally, with 135 infections statewide and 174 C. diff infections also below national rates; hospital influenza vaccination was 89.9%. Ambulatory surgery centers reported low infection counts and an 80.1% staff flu vaccination rate; dialysis centers reported fewer infections overall than the prior year but higher local access-site infections, with staff vaccination at 52.6%; and long-term care facilities reported a 50.1% flu vaccination rate, up from 37.8%. Hansen also said the program conducted over 100 investigations, handled 84 antibiotic-resistant organism reports, completed 20 infection-prevention assessments, and operated on a budget of about $348,000 plus grant funding, including an Epidemiology Laboratory Capacity Grant that was later reduced.

Representative Gillette then gave a lengthy presentation focused on system design, procurement, funding flows, and congregate care. He argued that DCS, DES, and Access are structurally intertwined, that DCS’s procurement carve-out and capitated funding model create incentives tied to bed space and volume, and that fragmented oversight diffuses accountability. He cited budget figures, contract amendments, and audit concerns to argue that the system is overreliant on congregate care and that decision-making, medical referrals, and placement processes are too vague or too centralized in ways that can harm children and families. Gillette said his findings were based on contracts, interviews, and public records, and he indicated some material would be referred to special counsel. He also raised concerns about placement decisions, due process, and demographic disparities in congregate care outcomes. The chair cut off further questioning of Gillette for time and announced the committee would move on to the next presenter, Vice Chair Fink, with attorneys and other speakers to follow.

The most contentious item was SB 1134 on official actions of local governments related to DEI. The sponsor argued the bill would stop taxpayer funding and promotion of discriminatory or indoctrinating DEI practices, citing examples from several counties and cities. Multiple amendments sought to narrow penalties, protect good-faith officials, and preserve local proclamations and observances, including LGBTQ Pride Month and other cultural events, but those amendments were rejected. Debate centered on vagueness, local discretion, and whether the bill would chill legitimate government activity.
