- While farm workers have become more mobile, many times they do not have the transportation or the means
Summary:
The Assembly Revenue and Taxation Committee heard a series of bills focused on nonprofit tax status, housing, tribal land return, tax relief, economic development, journalism, reparations, manufacturing investment, and pawned property sales tax. The chair explained the committee’s suspense file process and noted that only AB 2270 and AB 2641 were eligible for immediate votes; other measures were referred to suspense after presentation. AB 2084 (Bauer-Kahan) would give the Franchise Tax Board discretion to delay or review revocation of state nonprofit tax-exempt status when federal status is revoked, and AB 2167 (Macedo) would clarify that tribally chartered corporations are eligible for existing tribal conservation land return tax exemptions. Both drew support from nonprofit and tribal representatives and were sent to suspense.
AB 2270 (Arambula) sought to improve farmworker housing access to low-income housing tax credits by adjusting scoring criteria to reflect rural agricultural realities. Supporters said current amenity-based scoring disadvantages projects near farmland; the bill passed the committee 4-1 and was sent to Housing and Community Development. AB 2336 proposed excluding the first $25,000 of overtime pay and pension income from taxation; supporters framed it as affordability relief, while an opponent warned of major General Fund losses and a member raised the lack of an income cap. AB 2205 would reinstate the New Employment Credit to encourage hiring in high-unemployment areas, and AB 2222 would create refundable tax credits for local news organizations hiring journalists; both received strong support from business, labor, and media advocates and were referred to suspense.
The committee also heard AB 2186, which would exclude future reparations payments from state income tax, with supporters arguing reparations should not be reduced by taxation; it was sent to suspense. AB 2377 would accelerate depreciation deductions for manufacturing equipment, with a larger benefit in high-need areas, and AB 2641 would extend the sales tax exemption for people repurchasing their own property from pawnbrokers, with the author agreeing to a five-year sunset amendment. AB 2641 passed 4-0 and was sent to Appropriations. After taking up the remaining roll calls for absent members, the committee adjourned.

Senate State Affairs
Summary:
The Senate State Affairs Committee met in a special session and introduced several measures focused largely on immigration enforcement and firearms policy. The committee introduced RS 33695, which would impose an excise tax on international money transfers and provide a tax credit for Idahoans; RS 33831, requiring local and county law enforcement to apply for and participate in ICE 287(g) agreements; RS 33832, the Refugee and Illegal Alien Accountability Act, which adds reporting and status-verification requirements and restrictions on unlawful harboring or transporting; and RS 33835, which would allow certain Idaho Department of Correction inmates with federal immigration detainers and final removal orders to be released to federal authorities before sentence completion, with an estimated state savings of $3.5 million. All of these RSs were moved to print without opposition.
The committee then heard Senate Bill 1430, which strengthens enforcement of Idaho’s firearms preemption law by creating penalties and a private cause of action against local governments that willfully violate state firearms statutes, while preserving existing authority for discharge ordinances and university rules. Support came from the NRA and the Idaho Second Amendment Alliance, and the bill’s sponsors emphasized notice and an opportunity to cure before litigation. The committee voted to send the bill to the floor with a do pass recommendation.
House Bill 894, concerning open meetings, was presented as clarifying that members of the public may record open meetings by audio, video, or photographs, with exceptions for executive sessions and certain correctional and parole settings. It was advanced to the floor unanimously. House Bill 932, an advisory vote measure asking Idahoans to choose a favorite firearm from a list of historically significant guns, drew extended discussion and humor from committee members and was also sent to the floor with a do pass recommendation. H.C.R. 36, a resolution honoring the Idaho National Guard and supporting modernization, including a transition from A-10s to F-16s and Army force-structure changes, was approved despite one member expressing reluctance about losing the A-10s.
Finally, the committee considered House Bill 888, which would shift procurement of information technology services to the Office of Information Technology Services and allow use of third-party brokers or existing procurement channels. Testimony from the bill’s supporters emphasized faster procurement, cost savings, and centralized oversight, while the Office of Information Technology Services testified neutral but raised concerns about workload, transparency, and the need for clearer selection and appeals procedures. After discussion about rulemaking and safeguards, the committee voted to send the bill to the floor with a do pass recommendation.

Summary:
The Senate Health and Welfare Committee approved the January 21 and January 22, 2026 minutes, then heard a presentation from AARP Idaho on aging issues. AARP described Idaho’s growing 50-plus population, emphasizing concerns about Social Security, affordable health insurance, caregiving, housing, transportation, and fraud/scams. The presenter highlighted AARP’s age-friendly community work and grant program, and said older Idahoans are a major voting bloc whose needs should be considered across policy areas. In response to questions, AARP discussed education efforts on scams, including scam jams and outreach with law enforcement, and noted support for measures such as a bill targeting fraud through crypto kiosks.
The committee then received a detailed Department of Health and Welfare update from Director Juliet Sharon on program integrity, fraud, waste, and abuse prevention. She said the department had recently created a department-wide fraud policy, an anonymous reporting line, a compliance committee, and mandatory staff training, and launched “impact reviews” to evaluate whether programs are still solving the intended problems. She also described ongoing fraud work in Medicaid, self-reliance programs, and the Idaho Child Care Program, including a 360-degree review of 775 child care providers that had already led to nine terminations and further investigations. Sharon said the department has limited staff and backlogs, and asked for additional resources, including five new child care staff and a contractor to assist with Medicaid provider reviews.
Members raised concerns about child care providers receiving public funds while not registered with the Secretary of State, recovery of overpayments, and the visibility of recovery data. Sharon said the department is working with the Tax Commission and plans to codify child care program requirements and create a broader Title 56 program integrity chapter. She said recovered funds are returned to the appropriate program bucket, with federal shares returned as required, and that the department is working to improve public reporting. The committee also discussed single audit findings, the use of technology and possible AI tools to improve oversight, and the department’s efforts to reduce compliance problems before they become public issues. No votes were taken beyond approval of the minutes, and the meeting adjourned after questions concluded.
