Members also raised concerns about fairness, public spending priorities, and whether the university’s policies adequately protect student athletes.
The committees voted to pass HB 2384 HD1 with amendments. The chair said the bill should be amended to explicitly state that allocated funds may be used by UH for NIL payments to student athletes, and asked the next committee to examine whether a different payment scheme, similar to those used elsewhere, might be more appropriate for public funds. One member announced a no vote, citing concerns about direct public funding of NIL and unequal treatment of student athletes versus other students. The JHA committee adopted the same recommendation, with some members voting with reservations. Afterward, the meeting moved on to HB 644 HD1 on single-use plastics, where the first testimony was in opposition from the Hawaii Food Industry Association and the Biodegradable Products Institute, both arguing the bill as drafted would improperly exclude certified compostable products and should better align with composting and certification standards.

Finally, the committee heard House Bill 1410, a study resolution on criminal conduct against children, including child sexual abuse, physical abuse, neglect, and the use of artificial intelligence in exploitation crimes. Supporters from the Child Sexual Assault Prevention Task Force, YouthWorks, and the Children’s Advocacy Centers of North Dakota said the study would help update outdated terminology, review AI-related issues, and improve investigation and prosecution tools. The committee approved the resolution with a due pass recommendation, and Senator Cory was assigned to carry it. The committee also received a brief report that, in a quick review, there were 82 active studies introduced, including 10 shall studies and 35 shall-consider studies, with limited overlap identified beyond the trafficking-related measures.

Next, the committee heard SB 382 on electric bicycles and scooters. A strike-all amendment shifted the bill away from immediate enforcement changes and instead created an e-bike task force, required crash data collection and reporting, and retained rules requiring riders to yield to pedestrians, provide audible signals, and limit speed near pedestrians. Members discussed enforcement practicality, access concerns for riders who rely on e-bikes, and the need for public education and transparency. The amended bill was reported favorably. The committee then reported favorably SB 684, which removes certain signature requirements for electronic odometer disclosures in total-loss vehicle and vessel insurance transactions, and SB 880, which creates a new license plate for the Miami Northwestern Alumni Association. The meeting ended after all items were approved and the committee adjourned.
