Summary: The committee took up a long list of pending bills before moving to several bills on the day’s posting. It reported favorably SB 438, SB 512, SB 647, SB 648, SB 715, SB 758, SB 1964, SB 2121, SB 2145, SB 2167, SB 2330, SB 2349, SB 2443, SB 2629, SB 2702, SB 1495, and SB 2268, with several of those adopted from committee substitutes. Some measures were sent to the local and uncontested calendar, while others were reported to the full Senate. Votes on the pending-business bills were generally strong, though SB 715 and SB 2330 drew recorded opposition; SB 647 and SB 648 had one member present not voting because of confusion over the deed-related bills. A major discussion centered on SB 715, which would establish a reliability standard and penalties/incentives for generation resources. Senator Sparks said the committee substitute would avoid unfairly penalizing existing dispatchable generation, allow wind and solar to qualify through storage or backup power, give the PUC flexibility to set standards and phase in the program, and exempt switchable units. Critics raised concerns that it could raise consumer costs and destabilize the market, while supporters argued it would improve reliability. The committee substitute was adopted and the bill was reported out 6-4. The committee also heard testimony on SB 2330, dealing with payroll deduction for association dues, where the author said the bill would end state involvement in dues collection except for first responders covered by meet-and-confer agreements. Members questioned why teachers and other employees were treated differently, and the bill was reported out 6-5. Other notable bills included SB 2864 on building-integrated photovoltaics, SB 1012 on sale of surplus state property, SB 2221 on fraudulent UCC filings, SB 1705 regulating cryptocurrency kiosks with licensing, transaction limits, fee caps, and a 72-hour hold, SB 1181 on combative sports licensing, SB 2586 on HOA transparency, SB 2075 as a TDLR cleanup bill, and SB 383 restricting offshore wind interconnection based on impacts to shipping, wildlife, and coastal interests. Several of these were left pending after testimony, with SB 1705 drawing both law enforcement support and industry concerns over the fee caps and limits.

Summary: The Senate convened, established a quorum, and opened with prayer, the Pledge of Allegiance, and several recognitions, including introductions of the psychologist and nurse of the day, a citation for Diesel Fritz’s All-State Choir achievement, and a gallery introduction highlighting fine arts advocates from Norman Public Schools. Members also marked birthdays and read excerpts from George Washington’s first inaugural address in honor of the first president. On floor business, the Senate laid over item number three and then considered several bills. Senate Bill 1191 repealed the unused Oklahoma Energy Initiative Low Carbon Initiative Board and passed 48-0. Senate Bill 1258 clarified open-carry law to expressly allow firearms on boats and vessels on Oklahoma waters and passed 41-7. Senate Bill 1920 raised the salvaged title threshold from 60% to 70% to reflect repair costs and align more closely with neighboring states; it passed 48-0 after brief questioning about consumer benefits. Senate Bill 1936 added falsely impersonating a law enforcement officer, including federal officers, to the list of Class D1 felonies and passed 48-0. Senate Bill 2143, after an amendment restoring the title, authorized assessors to use state-funded aerial images to inspect property changes and included language intended to ensure fair treatment of builders and consistency with assessing standards; it passed 34-13. The chamber then heard announcements about upcoming committee meetings and adjourned until Tuesday, February 24, 2026, at 1:30 p.m.

  • local control is a good principle, why is it not applied consistently to all counties rather than limited
  • So I think there is a process in place to limit that.

  • And without a limiting principle, this is not a one-time solution.
Summary: The Senate began with a quorum call, a ceremonial recognition of two Elgin High School students, Clayton Raoul and Leon Anderson, and bus driver Kevin McDonald for their heroic actions during a March 2 bus crash. A citation was read honoring their selfless efforts to evacuate injured students and assist first responders. The chamber also introduced several student pages and recognized visiting groups in the gallery, including Impact Oklahoma and the Ardmore Leadership Group. The Senate then considered several bills. Senate Bill 1491, requiring appointed presidential electors to take the same oath as other electors, advanced and passed. Senate Bill 1579, which requires assessors to mail taxpayers a statement of rights when property valuations increase, also advanced and passed unanimously. Senate Bill 1806, extending foster care eligibility to age 21 for those who opt in and meet program requirements, drew supportive debate about helping youth transition to adulthood; it advanced and passed as an emergency measure. A lengthy debate followed on Senate Bill 1552, which would allow certain large counties to pursue home rule charters through a voter-approved process. Supporters argued it would give populous counties more flexibility and local control, while opponents raised concerns about unequal treatment, population-based governance, rural representation, and possible constitutional issues. The bill advanced and then passed 26-18. Senate Bill 483, authorizing county-run relocation assistance programs funded by private donations for voluntarily relocating individuals, especially homeless persons, also prompted extensive questions about liability, trafficking concerns, accountability, and whether it could shift people between jurisdictions; it advanced and passed 39-6. Finally, Senate Bill 63, raising school board member stipends from $25 to $190 per meeting under permissive language, advanced over concerns about cost and then moved to final passage, with debate beginning at the end of the transcript.
