Members also discussed whether the bill should be more direct and immediate, but sponsors said the phased approach and funding were intended to improve chances of passage and implementation. Finally, the committee heard Senate Bill 246, which would add licensure and inspection requirements for massage therapy establishments to address safety, sanitation, and concerns about illegal activity such as prostitution and human trafficking.
