Summary:
The committee first took up House Bill 4198, which would require employers to use E-Verify to confirm new hires’ work authorization and impose escalating penalties for violations, including warnings, debarment from state contracts, loss of business licenses, and other sanctions. Counsel and senators raised extensive drafting concerns, including circular language, conflicts with existing record-retention provisions, unclear references to “seeks to employ,” possible application to babysitters, lawn care, and other casual or household arrangements, and uncertainty about how the bill would work for employers who never actually complete a hire. The bill sponsor defended the measure as a way to strengthen compliance with existing law, protect employers who use E-Verify in good faith, and deter illegal hiring. After debate, a motion to table the bill failed on a roll call vote, 6 in favor and 10 opposed, and the chair then announced the bill would be sent to a subcommittee to be cleaned up, with instructions to resolve the drafting conflicts and other ambiguities.
The committee then turned to House Bill 4710, with an amendment, which would require a person to be registered with a political party or as an independent 210 days before filing a certificate of candidacy. Counsel explained that the change would lengthen the current 60-day requirement and would affect both party-switching and independent candidacies, making it harder for candidates to change affiliation shortly before an election. Senators asked about how the 210-day period would work relative to the primary and general election filing deadlines, and counsel clarified that it would be measured backward from the relevant filing dates. The discussion focused on the practical effect of the bill as a “sore loser” measure and on the timing rules for candidacy filings.

Summary:
The committee first handled House Bill 232 by Rep. Carlson, which would shift the process for minors’ employment certificates away from schools and school boards and instead have Louisiana Works create and collect the forms directly from employers. An amendment set was adopted to update the title, revise a section heading, add a collection procedure, and make the bill effective upon the governor’s signature. Carlson and supporters, including members of the Legislative Youth Advisory Council, said the change would reduce burdens on schools, make it easier for 16- and 17-year-olds to enter the workforce, and better fit summer hiring. The secretary said the department could move quickly to notify schools and employers. The bill was reported with amendments.
The committee then took up House Bill 951 by Rep. Bamberg, which creates an Office of the Talent Accelerator within Louisiana Works and a business workforce committee to coordinate employer-facing workforce services. After adopting a large amendment set, Bamberg and Secretary Schowan said the office would help Louisiana respond more quickly to business needs, especially as major economic development projects create demand for skilled labor. Supporters from Leaders for a Better Louisiana and Bollinger Shipyards described similar results in Mississippi’s centralized workforce model and said employers need a one-stop, regional approach to training and recruitment. Members discussed needs in welding, electrical, HVAC, data centers, and other sectors. The bill was reported with amendments.
House Bill 923 by Rep. Barrault, a technical cleanup bill related to the reorganization of Louisiana Works and related workforce and social service statutes, was then amended and reported with amendments. Finally, House Bill 301 by Rep. Weibel, which would create a voluntary portable benefits framework for independent contractors and gig workers, drew the most debate. Supporters said it would let contractors and hiring entities voluntarily contribute to portable benefit accounts for health, retirement, and similar needs, with examples from other states and the gig economy. Opponents from labor and injured workers argued it could encourage misclassification, weaken workers’ compensation protections, and shift costs to workers and the state. The discussion continued with questions about who would benefit and how the bill would interact with existing contractor law and protections.

Summary:
The committee first took up Senate Bill 241 and reviewed a Senate Finance Committee substitute that incorporated several amendments. Staff explained changes related to the child care fund, residency determinations for federally eligible applicants, expanded child care assistance eligibility for grandparents raising grandchildren and foster parents, updated payment-rate rulemaking, tribal child care sovereignty and culturally appropriate services, limits on land grant permanent fund use for nonsectarian/non-denominational services, provider licensure pathways, and reporting clarifications. Members also discussed whether the bill would maximize federal and state child care tax benefits and how the nonsectarian language would apply to faith-based child care providers. The committee adopted the substitute and then passed it on a 7-3 vote.
The committee then moved into House Bill 2 budget language review, focusing on budget adjustment authority and other fiscal provisions. Members discussed proposed BAR language for the State Investment Council, State Treasurer, PERA, and the Economic Development Department, with concerns about caps, whether the language was too broad, and whether some items should revert to existing law or be removed. The committee approved some of the BAR language items, but flagged the Treasurer and Economic Development provisions for later review. Members also discussed extending certain appropriations and project timelines, including a Rio Grande Trail Commission item and several IT and public safety projects, generally favoring extensions where work was still underway.
The committee then debated proposed public school support language that would bar PED from approving budgets for schools with fewer than 180 instructional days and from approving new moves to four-day school weeks. Several members argued the 180-day language conflicted with existing statute, which is based on instructional hours, and that the four-day-week restriction could have unintended consequences. The committee ultimately voted down both public school support provisions. The meeting ended with a brief discussion of reviewing the rest of House Bill 2 and related supplemental and language items in the next session, and then adjourned.
