The House then took up a supplemental calendar and passed several bills, including HB 39 on veteran death data, HB 102 on priority registration for certain students entering military service, HB 126 on student-athlete compensation and representation, HB 290 on tuition and fee assistance for members of the Texas military forces, HB 300 on Texas Armed Services Scholarship Program updates, and HB 2143 naming a highway in honor of Army Specialist Joey Lins. The chamber also postponed consideration of HJR 2 and HJR 6.
Later, the House considered HB 120 on career and technology education pathways and HB 20 on applied science pathway programs for high school students. HB 120 received a perfecting amendment and was advanced after discussion about workforce preparation. HB 20 prompted extensive questioning about transportation, costs, and how students would access partner campuses such as community colleges and TSTC sites; debate continued as the transcript ended, with members examining how the program would operate and whether approval authority would rest with TEA.

Finally, the committee reported favorably SB 840, which revises last year’s emergency/local planning law by narrowing its application after storms from 100 miles to 50 miles of the storm track and exempting certain water, flood, and state/federal planning matters; local government representatives supported the clarification, and the bill passed 9-0. CS/SB 758, as amended, updated the membership of the Justice Administration Commission to better reflect the entities it oversees, and it also passed 9-0. The meeting ended with a recorded affirmative vote from Senator DeSigley on SB 624.

The Committee of the Whole reported all three bills do pass, and the Senate adopted the report. HB 2792 was substituted for SB 1268 as an identical measure and passed with the emergency clause by a 29-1 vote. SB 1123 and SB 1145 also passed, and SB 1125, dealing with child safety and communication with tribal nations regarding group homes, passed unanimously 30-0. SB 1316 passed 17-13, and SB 1051 passed 17-13 after a lengthy floor debate in which supporters framed it as a fiscal/accountability measure and opponents called it harmful, anti-immigrant, and likely to deter medical care. The Senate then announced committee meetings for the next day and adjourned until Wednesday, February 11, 2026.
