The real-property bill was highlighted as a response to mortgage and deed fraud affecting homeowners. On the housing reporting bill, there were three negative votes, and on the pesticide commission bill there were two members without recommendation. Witnesses from the developmental disabilities council, the Office of Wellness and Resilience, the Hawaii Community Foundation, and others said the pandemic’s trauma and behavioral impacts justify a multidisciplinary, evidence-based report, and the office requested more time to complete its findings, suggesting a deadline at the end of 2026.
The committee also heard HR 88/HCR 92, proposing a two-year homelessness sanctuary pilot program in Honolulu. One testifier described sleeping in a car and said the pilot could provide a safer option, while the Statewide Office on Homelessness and Housing Solutions said it supported the intent but stressed that a sanctuary is still an unsheltered situation and should lead people toward permanent housing. HCR 180, calling for collaboration among homelessness and law enforcement agencies, received comments that many of the issues are already being addressed locally. HR 103/HCR 107, which would convene a working group to strengthen Title 9 protections, received support from education, women’s, and LGBTQ advocates, who asked for student and queer representation on the working group and said federal Title 9 changes make state action important. No votes were taken during the portion of the meeting provided, and the committee moved from one resolution to the next after testimony and questions.

Several senators highlighted individual soldiers in attendance and their service records, while the resolution was opened for co-sponsorship and adopted. The Senate also recognized a visiting child author, Thomas Ortiz, who was introduced for publishing a book encouraging kindness and friendship.

The Highway Safety and Motor Vehicles presentation focused on trooper pay, pursuit vehicles, aviation assets, and enterprise data systems, with questions about immigration enforcement and body cameras. Military Affairs requested funding for readiness centers, training facilities, education and health benefits for Guardsmen, and maintenance of existing armories; members discussed Guard deployments, staffing levels, and a proposed firing range project. The Department of State requested funds for automated election audits, a conservation lab, and historic preservation, and defended its arts grant process and rule changes. Transportation’s budget emphasized a $14.3 billion work program, road and bridge maintenance, aviation and aerospace, safety initiatives, and seaport investments, while Emergency Management requested funding for preparedness, flood mitigation, WebEOC, grants management, and alert systems; senators also asked about the Alligator Alcatraz detention facility.
For CS/SB 48, Senator Gates explained that the bill would require local governments to allow property owners to voluntarily create ADUs, while preserving local authority over setbacks, construction, and permitting. An amendment removed reusable tenant screening reports and clarified that conforming ADUs would be allowed by right without a separate hearing. The Florida Restaurant and Lodging Association supported the bill, saying ADUs could help provide long-term housing for service workers. After questions about local government and HOA authority, the committee adopted the amendment and then reported CS/SB 48 favorably by roll call vote.
