Questions also focused on who would decide what room size is reasonable, how disputes would be handled, and who would pay for security if protests or safety issues arose. Representative Frederick responded that room selection would be a good-faith partnership with the university, that the bill does not require a town hall or guarantee a specific room, and that security funding is not spelled out in the bill.
