The Healthcare Association of Hawaii opposed the bill, arguing hospitals already must comply with federal CMS transparency rules and that adding state requirements would increase costs and legal exposure, especially if violations were treated as unfair or deceptive trade practices. Steve Fenberg testified in support, saying the bill would simply codify existing federal requirements in state law and that he was open to amendments removing state enforcement and the unfair trade practice language.
