Treatment providers and advocates strongly supported the measure, saying insurers often refuse direct payment even when patients assign benefits, forcing families to front large sums and delaying access to residential treatment; they argued the bill would improve access and help keep care in Hawaii. A psychiatrist testified that he had not seen fraud in Hawaii and that the bill could help address long wait times for life-saving treatment.
