Summary: The Senate Committee on Housing heard and then took action on a series of housing-related bills concerning HHFDC, HPHA, inclusionary zoning, nonprofit housing trusts, housing project exemptions, the rental housing revolving fund, and a new for-sale housing program. Testimony was generally supportive from HHFDC and HPHA, with additional support from groups such as Hawaii YIMBY, Grassroot Institute of Hawaii, Hawaii Appleseed, Housing Hawaii’s Future, Holo Collaborative, the Kobayashi Group, and others. On SB 2424, the Kobayashi Group argued the bill would help open housing to a broader pool of local households, including buyers slightly above income limits who still cannot afford market-rate housing. On SB 2342, the chair asked HHFDC for final figures on rental housing revolving fund appropriations since 2016 and was told the amount was about $1.1 billion, including conveyance tax revenue. In decision-making, the committee recommended passage of SB 2189 with amendments, noting concerns about transparency and accountability in HHFDC’s loan-award process; SB 2190 with amendments; SB 2234 with amendments; SB 2177 with amendments; SB 2194 unamended; SB 2342 with amendments; SB 2060 with amendments; and SB 2070 with amendments. The committee deferred SB 2195 and SB 2196 after testimony comments, and deferred SB 2063 because the chair said SB 2060 would be used instead as the vehicle for mixed-income subaccount changes. SB 2424 was discussed in hearing but then deferred in decision-making pending legal advice on issues including owner-occupancy, county income restrictions, buyback rules, and county council approval. The committee also heard testimony on SB 2062 and its proposed SD1, but deferred that measure because the relevant changes had already been incorporated into SB 2060 SD1.

Summary: The House Education Committee held its organizational meeting for the new term, with members introducing themselves and describing their backgrounds in teaching, school boards, special education, administration, law, and related fields. Chair Glenn Cordelli outlined the committee’s goals and procedures, emphasizing civility, professionalism, and respectful treatment of witnesses and members. He also noted that the committee has been split into two this year because of the large volume of bills, and said the committee had already sent three bills to the other education committee, with 36 bills currently assigned and more expected. The chair reviewed committee rules and logistics: hearings should start on time, members should minimize cell phone use and avoid searching during testimony, and questioning of witnesses is limited to one question at a time unless the chair allows a follow-up. Members were told to use the title “Representative,” to sign up on pink cards to testify, and to submit written testimony to the clerk. He also explained that hearings are for listening rather than debating, while executive sessions are where debate and motions occur. Possible motions include ought to pass, inexpedient to legislate, and retain in committee for further work, including subcommittees. Additional procedures covered scheduling, with the committee expected to meet Wednesday and Thursday the following week because of a holiday, and regular meetings generally planned for Monday and Wednesday. The chair also discussed the consent calendar, reports from majority and minority positions, and the expectation that members who testify on a bill should not then question other witnesses on that same bill. No legislation was voted on at this meeting; it was a procedural and orientation session for the committee.

Summary: The joint hearing began with SB 133 on energy, which drew opposition testimony from James Abraham, who said the bill was unnecessary because the Public Utilities Commission had already opened a proceeding to investigate wheeling, including intergovernmental wheeling, and should be allowed to finish its collaborative process. The committees then moved to SB 161 on county permitting and inspection, where several agencies submitted written comments or opposition, while the Grassroots Institute and HCDA-related testimony supported the measure. Members raised concerns about accountability and whether state agencies would report back on projects approved under any permitting exemption, and witnesses suggested annual reporting or amendment language to address that issue. The hearing then turned to SB 232 and SB 588, both related to renewable energy permitting. Testimony on SB 232 was largely supportive, but Rocky Mold of the Hawaii Solar Energy Association said SB 232 was an older version of a bill and that SB 588 was the preferred, updated measure. Members discussed whether the bill should be limited to residential or behind-the-meter customer-sited systems rather than utility-scale projects, and Mold clarified that the proposal was intended for customer-sited systems, not utility-scale facilities. For SB 588, the Department of Land and Natural Resources warned that state or county laws inconsistent with the National Flood Insurance Program could jeopardize flood insurance eligibility and related federal assistance, while Mold argued the bill’s FEMA floodway exemption was needed to avoid blocking solar installations on existing structures. The chair expressed concern about risking federal funding and questioned whether the exemption could be narrowed without defeating the bill’s purpose. SB 412, also on renewable energy, received supportive testimony from the State Energy Office and others. Members questioned whether a single coordinating entity should compile agency assessments, and Mark Glick said the Energy Office could take on that role if given the duty and sufficient staff. The committee then discussed SB 635 on energy efficiency, which would require state agencies to use energy-efficient lighting. Mark Glick testified that much of the work was already underway through benchmarking and related contracts, and a DAGS representative said the state was already assessing 590 buildings over 10,000 square feet, with results expected around 2027. Members suggested amending the bill to require annual status reports so the committees could track progress and avoid duplication. No votes were taken during the hearing.

Summary: The Senate convened with prayer and the Pledge of Allegiance, then received committee reports from Banking and Insurance and Judiciary. Several leaves of absence were granted, and the chamber took up calendar and procedural motions, including re-referrals and tabling actions on multiple bills. House Bill 1102 and Senate Bill 911 were re-referred to Appropriations, House Bill 96 and Senate Bill 599 were briefly laid on the table and then returned to the calendar, and House Bill 2400 and Senate Bill 746 were also sent to Appropriations. The Senate later agreed to consider a discharge-related motion on minimum wage, but the motion to make it a special order of business failed by a vote of 23-27. On final passage, Senate Bill 1182 passed 50-0 after Senator Boscola described it as a modernization of the Board of Vehicles Act to address software-based vehicle features, warranty reimbursement, data protections, loaner vehicles, and related dealer/manufacturer issues; she noted amendments had been adopted to address stakeholder concerns. Senate Bill 1334 also passed, 29-21, after the Senate rejected Amendment A44049, which would have exempted certain cardiology technicians from licensing requirements if credentialed and supervised; supporters argued the exemption reflected existing practice and credentialing, while opponents said the bill was needed for patient safety and consistent oversight. Senate Bill 1372 passed 50-0, and House Bill 2426 was re-referred to Appropriations. The latter part of the session focused heavily on minimum wage and budget timing. Senators Tartaglione, Hughes, and Costa argued Pennsylvania had gone 20 years without raising the minimum wage and urged action on a House-passed minimum wage measure, while Senator Pittman said Republicans were willing to “meet in the middle” but opposed the House proposal as written. Members also discussed the state budget, the rainy day fund, and whether the Senate should remain in session; after debate, Senator Pittman’s motion to recess to the call of the President pro tempore was adopted 27-23, and the Senate stood in recess.

Summary: The subcommittee met to discuss the guardian ad litem system, including appointment qualifications, training, payment, and whether any changes are needed. Roll was called, the February 25, 2025 minutes were approved, and the chair emphasized that the meeting was informational only and no vote would be taken. Representatives from the Court of Justice, including Chief Justice Deborah Henry Lambert and several family and district judges, testified about how the system has evolved since concerns raised in 2019 about overappointment and fees. Court witnesses said the judiciary responded to earlier concerns by requiring open appointment lists of trained and qualified attorneys, improving training, and increasing oversight of fee orders. They reported that statewide GAL fees have fallen from a little over $14 million in 2019 to about $12 million, even as caseloads have grown, and said the average payment works out to about $650 per case, with the statutory cap for trial-level GAL fees still set at $500 since 1986. They argued that the current local appointment model works well, especially in rural areas, and warned that moving to a DPA-style regional model would create serious scheduling and conflict problems because of overlapping dockets and related criminal cases. Judges from rural districts described shortages of available attorneys, high burnout, travel burdens, and the difficulty of finding enough counsel in smaller counties. They also said the Court of Justice cannot seek certain federal Title IV-E reimbursements, but urged the legislature to encourage the Finance and Administration Cabinet and the Cabinet for Health and Family Services to pursue that funding through an MOU. One judge noted that some appointed attorneys are effectively underpaid relative to private rates and that better compensation would help attract and retain lawyers. The discussion also covered training standards adopted after the 2019 audit. Witnesses said Rule 37 now requires initial training and four hours of multidisciplinary continuing training every two years, with topics including child development, trauma-informed care, substance use, child welfare, forensics, ethics, and communication with clients. They said the Court of Justice has offered in-person regional trainings and remote options, and that the goal is to keep qualified attorneys on the appointment lists while improving representation for children and parents in dependency, neglect, abuse, and termination-of-parental-rights cases.
