Summary:
The Commerce Committee heard and advanced five bills. HB 2174, as amended by a strike-everything, redefined “advisory organization” as a modeling and data organization and allowed models used by insurers for rate-making to be filed with DIFI, with DIFI able to require supporting data to verify compliance. The sponsor said the measure was the product of extensive stakeholder negotiations and technical cleanup. The committee adopted the amendment and then approved the bill 10-0 for a due-pass recommendation.
HB 2496 would require revitalization district construction contracts to include payment protections allowing contractors and subcontractors to pause or stop work if the district fails to pay. Supporters argued it was a fairness measure to prevent contractors from being forced to continue work without payment; opponents, including bond counsel and the League of Arizona Cities and Towns, warned it could disrupt public infrastructure projects, misalign incentives, and create bond-financing concerns. The committee passed the bill 9-1 with one member present.
HB 2910 would extend from 10 to 20 days the time a contractor has to contest an ROC recovery fund claim after notice. The sponsor and Home Builders Association said it was a minor, technical change and requested more time to respond to claims. The committee approved it 10-1. HB 2938, the “penny” bill, would require Swedish rounding for cash transactions when pennies are unavailable, with an amendment clarifying taxes and fees are calculated before rounding and protecting businesses complying with the rule. The sponsor described inconsistent business practices and support from stakeholders; the committee adopted the amendment and passed the bill.
HB 2744 would authorize the Industrial Commission of Arizona to investigate and adjudicate overtime wage violations at the state level. Supporters from the carpenters’ unions said federal enforcement is too slow and workers need a faster path to recover earned wages; the Industrial Commission said it would need additional FTEs and spending authority but not general fund money. One member opposed expanding agency authority over private wage disputes, but the committee ultimately passed the bill 10-1 and adjourned.

Summary:
The subcommittee met with a quorum present, approved the minutes without objection, and then reviewed a series of administrative regulations from multiple agencies. Most of the regulations received staff-suggested amendments and were approved without objection, including fish and wildlife rules on fishing limits and deer hunting on local government property, veterinary board changes to responsible party and veterinary manager requirements, election procedures for safe-at-home voters, attorney general regulatory relief rules, emergency gasoline tax pricing, public pensions updates, controller fraud-prevention policies, physical therapy licensure and English proficiency standards, school nutrition and fee-waiver rules, public health conference procedures, and Medicaid waiver regulations.
Several agencies briefly identified themselves and answered procedural questions, but most items drew no substantive opposition. The Board of Veterinary Examiners regulation included an agency amendment that removed a proposed limit on the number of facilities a veterinary manager could oversee. The Department of Education regulations updated fee waiver and meal program procedures, while the Department of Public Health regulation clarified notification and conference-request procedures. The Department of Revenue and Kentucky Public Pensions Authority items were largely technical or conforming changes, including a special-needs trust definition added for consistency with Senate Bill 85.
The most extensive discussion involved the Department for Medicaid Services’ 1915C child waiver regulations. Kentucky Protection and Advocacy testified in opposition to the waiver’s lack of participant-directed services, arguing that consumer-driven services such as respite and community living support are required and especially important in rural areas and for higher-acuity children. Cabinet representatives responded that the waiver is intended to provide wraparound services to keep children in homes and communities, that it has CMS approval, and that the program is limited to 100 slots with about 21 participants already enrolled. Members did not move a deficiency motion, and the chair indicated the regulations would continue through the process. The meeting adjourned after setting the next meeting for Tuesday, August 11 at 1:00 p.m.

Summary:
The Children and Families Committee adopted the April 8 minutes and then took up House File 4407, as amended by the A1 amendment. The amendment, explained by nonpartisan staff, incorporated much of the Senate version of related legislation and made a series of changes: it revised the definition of “disproportionately represented child,” shifted that determination to the Commissioner of Children, Youth, and Families, made technical cross-reference and terminology updates, adjusted training requirements, set the working group to expire December 31, 2027, and added an appropriation for statewide implementation. The committee adopted the A1 amendment and then referred the bill to Ways and Means.
Representative Gilman said the bill is intended to preserve the goals of the Minnesota African American Family Preservation Act while addressing operational, legal, and fiscal problems before statewide implementation. He argued for delaying the effective date by one year, shifting case review responsibilities to the state, and providing funding so counties are not left with an unfunded mandate. He also said the bill adds safety measures related to synthetic opioids and other imminent-harm concerns, and that the delay would allow the working group to finish its recommendations and give counties time to prepare.
County officials Steve Schmidt of Meeker County/Minnesota Rural Counties and Jenny Mojo of Clay County testified in support of the bill as amended, emphasizing that counties need clearer responsibilities, staffing, training, technology, and dependable funding to implement the law successfully. Rebecca St. George of DCYF said “active efforts” is not absolutely defined and is determined case by case, often with court involvement. Members raised questions about the meaning of active efforts, the bill’s synthetic opioid language, and whether the proposal should apply more broadly rather than within this specific act. A citizen also cautioned that the opioid language should not unintentionally affect families in treatment programs. Representative Hicks warned that the fentanyl provisions could lead to broad removals and create placement problems for teens with substance use disorder, while Representative Gilman responded that the bill includes a rebuttable presumption and is meant to protect children from imminent harm.
