Summary:
The Ways and Means Committee met on February 6, 2026, and first voted to suspend the five-day notice rule for all bills on the agenda. Senators Braun and Gildon objected, arguing the bill needed more public review and that the fiscal note had only just been released, but a roll call vote passed 15-9 and the committee proceeded to Senate Bill 6346.
Staff briefed SB 6346 as a proposal to create a 9.9% income tax on Washington taxable income above a $1 million per-household standard deduction, with a $50,000 charitable deduction, apportionment rules for nonresidents and certain professions, quarterly estimated payments, and credits for capital gains tax and certain business taxes. Staff said the tax would begin in 2029 and eventually raise about $3.5 billion annually from roughly 30,000 taxpayers. The bill also would expand the Working Families Tax Credit, create a sales tax exemption for grooming and hygiene products, increase the small business B&O tax credit and filing threshold, and end the B&O surcharge on high-grossing businesses one year early. Members questioned the bill’s constitutionality, its exemption from referendum, treatment of student athletes, natural-resource industries, and whether real estate gains would be captured.
Public testimony was sharply divided. Supporters, including labor groups, educators, health care advocates, counties, child care workers, and some business owners and high-income individuals, said the bill would make the tax code more progressive and provide stable funding for health care, education, child care, public defense, and other services, while expanding the Working Families Tax Credit. Opponents, including many small business, construction, housing, and taxpayer advocates, argued the measure would function as a tax on pass-through businesses and retained earnings, harm housing production and investment, encourage wealthy residents and businesses to leave the state, and violate the state constitution or the will of voters. No final action on SB 6346 was taken during the hearing.

Summary:
The Ways and Means Committee held a public hearing on multiple bills, beginning with a motion to suspend the five-day notice rule for a long list of Senate bills, which passed on a voice vote. The committee first heard Substitute Senate Bill 6026, a governor-request housing bill that would require cities and counties over 30,000 population to allow residential uses in commercial and mixed-use zones, limit mixed-use/ground-floor commercial requirements in some areas, and allow added height where such requirements are imposed. The lieutenant governor testified strongly in support, arguing the bill would add needed housing capacity without requiring ground-floor retail burdens. The hearing on SB 6026 was then suspended so the committee could move through the agenda.
The committee then heard Senate Bill 6294, a broad local government finance measure with eight parts, including expanded uses for certain REET revenues, a new county public utility tax, a new local sales tax for children and family services, expanded housing-related tax uses, changes to county levy structure, longer lid lift periods, and expanded use of rental car tax revenue. Local government, housing, and public health witnesses largely supported the bill, emphasizing flexibility for affordable housing, rental assistance, children’s services, and county fiscal stability. Opponents, including wireless industry, water/sewer district, auto dealer, realtors, energy, and cannabis representatives, objected to specific tax provisions as regressive, costly, or likely to raise consumer prices. Several witnesses requested amendments, including adding public health clinic funding and flood recovery language from House bills.
The committee also heard Substitute Senate Bill 5400 on local news sustainability, which would create a state grant program funded by a surcharge on large search engines and social media platforms to support journalism jobs and the Murrow Fellowship program. News organizations, the League of Women Voters, open government advocates, and local journalism supporters testified in favor, saying local news is essential to civic life and that the bill would help sustain reporting without using general fund dollars. Technology industry representatives opposed the bill, arguing it unfairly singles out tech companies and could face legal challenges. The committee then heard Senate Bill 6211, which would let opt-in GMA jurisdictions impose REET-2 without voter approval; cities and counties supported it as a parity and infrastructure funding measure, while Realtors opposed the loss of voter approval. Senate Bill 5650, authorizing local cannabis excise taxes, drew support from some local officials but strong opposition from cannabis businesses, which argued Washington’s cannabis taxes are already too high and drive sales to the illicit market. Senate Bill 6033, waiving penalties and interest for taxpayers who failed to collect new sales tax on certain services, was supported by NFIB as a compliance and fairness measure. Senate Bill 6297, exempting temporary staffing services for nonprofit behavioral health providers from sales tax, drew strong support from behavioral health organizations citing workforce shortages and unsustainable costs. Finally, Senate Bill 6343, extending and expanding tax relief for disaster-damaged property and repairs, was presented as aid for flood recovery; local officials testified in support. No final committee votes on the bills were taken in the portion of the meeting provided.

Summary:
The committee heard testimony on HB 105, which would create a new conservation license plate and direct the added fee to the cyanobacteria mitigation loan and grant fund. The sponsor, Rep. Rosemarie Rung, said the bill would create a non-tax revenue source to help address toxic cyanobacteria blooms in New Hampshire lakes, ponds, and rivers. She described the public health, environmental, and economic harms from blooms, the high cost of watershed management plans and mitigation projects, and the limited current funding available through state and federal sources. She argued that a voluntary plate program could provide sustainable support and raise awareness.
Supporters, including Reps. Katie Pell and McDonald, said the bill would help affected lake communities and tourism-dependent areas. New Hampshire DES testified neutrally but confirmed that blooms have increased sharply, that the agency has issued more than 120 warnings in the past two years, and that the existing mitigation fund is nearly depleted after one-time appropriations. DES said the proposed plate would not solve the entire funding need but could provide dedicated revenue for studies and implementation projects. DMV testified that the operational impact of adding a new plate would be minimal. New Hampshire Lakes also supported the bill and said survey results suggested some current Moose plate holders and new registrants would likely choose the Loon plate.
Committee members asked about the health effects of cyanobacteria, the expected revenue from the plate, and whether the problem is natural or human-driven. Testimony said exposure can cause skin irritation, gastrointestinal illness, and more serious liver or neurological effects, with pets and children at higher risk; one witness also cited research suggesting aerosolized toxins may affect people several kilometers from a bloom. DES explained that while lake sediments can release nutrients, the underlying problem is largely driven by watershed inputs and worsened over time. No vote was taken during the portion of the meeting provided, and the chair invited written testimony and additional questions.
