Carroll also said the bill could help Kentucky compete with states like Texas and Tennessee, and Andrews said industry contacts viewed the proposal as a signal that Kentucky is open to investment.

On security and technology, Carroll and Andrews said newer reactors would still be subject to the same standards as larger units, and Andrews explained that next-generation designs may use different fuels and materials such as TRISO and high-assay low-enriched uranium. No vote on the bill was taken in the portion provided, and the chair noted time limits and that additional members still had questions, including one witness expected to speak against the measure.
