Summary:
The Senate Higher Education and Workforce Development Committee held its final meeting of the 2026 session, opening a public hearing on Senate Bill 6321, which would authorize up to $6 billion in state general obligation bonds over six years and create the Washington Institute for Scientific Advancement within the Department of Commerce. Staff explained that the institute would oversee grants for scientific research and facilities, with the proposal requiring voter approval for the debt and institute creation. Senator Slatter, the prime sponsor, said the bill was intended to stabilize research funding in Washington in response to federal cuts and uncertainty, and noted it was modeled in part on similar efforts in California and Texas.
Testimony was overwhelmingly in support. Representatives from Washington State University and the University of Washington described the state’s research enterprise as an economic engine and emphasized the importance of stable funding for jobs, innovation, and competitiveness. University of Washington witnesses said federal funding disruptions had reduced new NIH awards, cut student support, and threatened research programs in medicine, mental health, clean energy, forest resilience, and climate adaptation. Several early-career researchers and union members testified about personal impacts from grant terminations, furloughs, and delayed career transitions, arguing that the bill would help protect scientific work, workforce development, and public health outcomes in Washington.
After closing the hearing on SB 6321, the committee moved into executive session. It voted do pass on Substitute House Bill 2525 and sent it to the Rules Committee. The committee also approved a slate of gubernatorial appointments for confirmation recommendation, and then adjourned after thanking staff and members for their work during the session.

Summary:
The Economic Infrastructure Subcommittee heard and approved three bills. HB 1165 by Rep. Owen would authorize FDOT to issue a special blanket permit for mobile cranes and accessory support vehicles meeting specified size limits, allowing them to travel on and off interstates at all hours, including at night, while still following safety requirements and local travel restrictions. The sponsor and crane industry proponents said the bill would reduce congestion and improve emergency and disaster response. The bill was reported favorably by a 17-0 vote.
The committee also considered CS for HB 279 by Rep. Partington, which strengthens penalties for misuse of the 911 system. The bill adds restitution requirements for emergency response costs and creates enhanced felony penalties when a false emergency report causes great bodily harm or death. Members raised concerns about juvenile prank calls and suggested awareness efforts in schools; the sponsor said those ideas could be considered separately. A Volusia County Sheriff’s Office representative supported the bill, and it passed favorably by a unanimous vote.
Finally, the committee heard HB 177 by Reps. Harris and Woodson, designating a portion of I-Drive as the Harris Rosenway in honor of philanthropist and hotelier Harris Rosen. An amendment was adopted to also designate a bridge in Duval County as the Bernard Wilkes Rebaugh River Bridge in honor of longtime coach Bernard Wilkes. Members spoke in support of both honorees and their community impact. The bill, as amended, was reported favorably by a 17-0 vote. The meeting then adjourned.

Summary:
The Senate opened with prayer, the Pledge of Allegiance, and several recognitions, including interns, Denim Day awareness, a resolution honoring Vietnam veterans exposed to Agent Orange, and a remembrance of former Senator Karen Johnson Gendron. The chamber then moved to special order bills. CS/HB 687 on transportation offenses involving death was substituted for SB 138, amended to add warnings and penalties for refusal of breath or urine tests, and passed 37-0. CS/SB 306 on Medicaid providers, requiring broader after-hours access and network availability for Medicaid enrollees, also passed 37-0.
The Senate then took up CS/CS/HB 913 on condominium associations, a major post-Surfside reform bill. Senator Bradley explained that the measure was intended to provide financial relief and flexibility while preserving safety and accountability. The bill was substituted for SB 1742, amended several times to limit milestone inspections and structural integrity reserve studies to buildings three habitable stories or more, and then passed 37-0 after extensive debate. Senators from both parties praised Bradley, Pizzo, Garcia, and staff for years of work on condo safety and affordability, with several members describing the bill as a balance between protecting residents and avoiding financial hardship.
The final major item was CS/HB 1205, the bill on amendments to the state constitution and citizen petition drives. Sponsors Gates and Grohl argued the bill was needed to combat fraud, identity theft, and misuse in the petition process, citing a lengthy Office of Election Crimes and Security report. The House bill was substituted for SB 7016, and the chamber considered a long series of amendments and substitute amendments addressing petition circulator registration, volunteer participation, submission deadlines, invalid-signature thresholds, voter notification, and fiscal impact statements. Several amendments were adopted, while others were debated over whether they would protect access to the citizen initiative process or strengthen election integrity. The transcript ends during debate on the main substitute amendment, before final disposition on the bill is shown.
