It also passed bills on a wide range of topics, including local court and ordinance procedures for Alexandria, prohibiting reporting criminal fines and fees to credit bureaus, veterans’ lottery benefits, police chief residency in Tickfaw, fire marshal plan review authority, expanding the definition of first responder to include public works employees, NIL protections for student athletes, salary increases and additional positions for assistant district attorneys, limiting OMV debt referrals for unpaid reinstatement fees, watershed restoration and flood control funding, a sexual assault survivor task force, elderly consumer protection education, recreation of the Public Service Commission, Medicaid reimbursement for non-emergency medical transportation, local sales tax audit procedures, alcoholic beverage definitions for salons and similar businesses, transfer of removed monuments to state park property, hearing aid dealer regulation updates, a permit fee for small in-state distillers, expanded city court jurisdiction in Avoyelles Parish, and a narrowed version of the Alexandria administrative adjudication bill.
Several measures were amended on the floor before passage, including the Alexandria ordinance bill, the sales tax audit bill, the alcohol/beverage bill, and the monument transfer bill. The House also temporarily returned some bills to the calendar for later consideration. Most measures passed overwhelmingly, though House Bill 153 on criminal court debt reporting passed with 67 yeas and 18 nays, House Bill 660 on assistant district attorney salaries passed 94-1, House Bill 719 on additional ADA positions passed 95-0, House Bill 883 on the sexual assault task force passed 86-2, House Bill 1028 on non-emergency medical transportation passed 81-15, and House Bill 1215 on monuments passed 78-14.

Members then moved to decision-making on HB 9 HD1. One member briefly commented on family military service and the importance of remembering Purple Heart recipients. The committee voted to adopt the chair’s recommendation to pass the measure as is, with all members present voting aye.
For SB 2723, the chair indicated the committee would further defer the date, while also recommending passage with amendments. The committee voted on the amended version and adopted the chair’s recommendation with no objections or reservations.

Members asked questions on several bills, especially about fiscal impact, retirement governance, and procedural changes, but most bills advanced with little opposition. A few bills were returned to the calendar, including HB 9, HB 61, HB 126, HB 185, HB 233, HB 284, HB 301, HB 436, HB 468, HB 582, HB 613, and HB 722.
The House also considered bills affecting education, labor, health, and public safety, including employment certificates for minors, student questionnaires and hazing procedures, a state seal of fine arts diploma, Louisiana Works reauthorization, naloxone immunity, veterans’ medical-record fee waivers, and a bill creating a privacy protection act for sex offense victims. Several measures drew brief debate over fairness, administrative burden, or humanitarian concerns, such as a bill requiring a Rule 10.1 conference before requests for admissions are deemed admitted, and a bill allowing OMV fee waivers in emergency or humanitarian situations. Most of the bills taken up on the floor passed, often by wide margins, with a few receiving a small number of dissenting votes.

Brown reported that between July 1, 2024, and June 30, 2025, the board removed 284,381 registrations from the rolls, including 42,675 for death, 5,940 for felony conviction, 5,527 for registration in another state, 578 for incompetency, 223 based on jury questionnaires indicating non-citizenship, 746 self-removals, and 3,381 duplicates, along with 225,311 removals through the address-maintenance program. He said Kentucky’s total registrations decreased by roughly 169,000 over the year and are now below the Census Bureau’s estimate of the state’s voting-age population. Brown emphasized that receiving a postcard does not mean a voter has been purged and that failure to vote alone does not trigger removal.
Members asked about the 223 non-citizen-related removals, the availability and effectiveness of alternatives to ERIC, the partisan criticism of ERIC, and how duplicate registrations are identified. Brown said the non-citizen jury questionnaire cases had been referred to the Attorney General for further review, that Kentucky currently has no organized alternative to ERIC but is pursuing reciprocal agreements with states such as Florida, and that ERIC recently changed bylaws to remove a postcard requirement that had been costly for member states. On duplicates, he said the board uses multiple data points, not just name and address, and noted that fuller Social Security data could improve accuracy. Committee leaders praised the board’s work and said they wanted to meet before session to discuss possible statutory changes to improve voter list maintenance.
