Members raised concerns that the refundings were bundled together and that some did not appear to meet a newly referenced 3% net present value savings guideline, but the package was still approved on a 5-2 vote. The meeting ended with calendar updates, including a November 20 meeting at noon and a December 16 meeting featuring the Yum Arena presentation, followed by adjournment.
