House Bill 3260 would add the Oklahoma Funeral Directors Association as an approved provider for continuing education credits for funeral director license renewals, and it passed 9-0. House Bill 3660 would authorize natural organic reduction, described as transforming human remains into soil, and it also passed 9-0. House Bill 3369 would revise food truck fire code requirements by allowing portable fire extinguishers instead of an automatic suppression system and by allowing licensed plumbers, not just Oklahoma LP Gas, to inspect or install certain gas plumbing; members discussed possible conflicts with another LP gas fix and agreed to work together, and the bill passed 9-0.
Finally, House Bill 3370 would extend the effective date of the food truck fire code to November 1, 2028, creating a sunset to allow more time for a broader solution. The author said he preferred another option but wanted this bill available if needed. After brief clarification, the committee passed HB 3370 9-0. The meeting ended with the chair noting there would be three meetings left in the session.

House Bill 3941 codified a pay raise for a court secretary and passed 45-0, including its emergency clause. House Bill 4118 updated the family caregiver tax credit and passed 44-1. House Bill 4141 removed the sunset on the statewide sexual assault nurse examiner coordinator position and passed 45-0.
The chamber also debated several policy bills more extensively. House Bill 4268 created a growth-based teacher compensation program using Oklahoma Teacher Empowerment Funds and restored a $5,000 stipend for national board-certified teachers; it passed 45-0 and its emergency clause also passed 45-0. House Bill 4342 allowed prior instances of domestic violence or abuse to be admitted as propensity evidence in court, with supporters saying it would help interrupt the cycle of abuse and opponents raising due process concerns; it passed after debate. House Bill 4428 required public pension plans to base proxy voting decisions solely on financial considerations, and House Bill 4429 required proxy advisors to disclose when recommendations were not based on financial analysis; both passed after debate, 35-8 and 37-7 respectively. Two Rule 7-9 motions to pull House Bills 4422 and 4423 from committee and place them on general order failed by recorded vote. The Senate then announced Denim Day for domestic violence and sexual assault awareness, noted a few final reminders, and adjourned until April 29, 2026, at 9:00 a.m.

Summary:
The Senate first considered Senate Bill 1623, a measure updating the state charter for state-regulated credit unions to make them more competitive with federal credit unions. Two amendments were adopted: one changing certain board authority language from “shall” to “may,” and another restoring the title. Supporters said the bill was the product of years of negotiation with bankers and credit unions and would not affect national banks; after questions about membership expansion and census-tract service areas, the bill passed 44-0.
The chamber then took up Senate Joint Resolution 39, which would send to voters a constitutional amendment lowering annual caps on assessed-value growth for homestead and agricultural property from 3% to 1%, and for other property from 5% to 3%. Proponents argued it would slow property-tax growth, help seniors and fixed-income homeowners stay in their homes, and not reduce government revenue but only slow future growth; opponents warned it would reduce local revenue growth for schools, counties, infrastructure, and bonding capacity, and would disproportionately benefit higher-value property owners. The resolution passed 38-8, and the special-election referral also passed 38-8.
Senate Joint Resolution 47, which would place current voter ID requirements into the Constitution, also advanced and passed 39-8, with the special-election provision passing by the same margin. Supporters said it simply constitutionalized existing law requiring proof of identity and would preserve election security; critics said Oklahoma already has voter ID rules, the measure was unnecessary, and the language could create uncertainty for absentee voters and future changes. Debate also touched on provisional ballots, military and overseas voting, and whether the measure would make future adjustments harder.
Later, Senate Bill 2084 passed 35-7 and as an emergency measure. The bill limits wrongful-termination settlements for faculty members at higher education institutions to two times annual salary, including pay and accrued benefits. Supporters said it would provide certainty for universities and regents; questions focused on tenure, free-speech claims, and how the cap would interact with existing tort limits. The Senate also passed Senate Bill 1655 unanimously to allow Oklahoma Complete Health’s Children’s Specialty Program to contact adoptive parents and offer continued voluntary services for post-adoption children, and Senate Bill 1679 was introduced as the “Preserving Oklahoma Values Act,” aimed at codifying adherence to the U.S. and Oklahoma Constitutions and rejecting foreign law, with debate beginning over its enforcement and scope.

The Education Oversight committee heard and advanced several House bills, mostly with policy recommendations or amendments accepted and then due-pass votes. HB 4358, by Pro Tem Moore, would limit screen time for pre-K through fifth grade and shift online testing/remediation provisions to shorter, per-class-period limits; it was sent out due pass. HB 2398, by Rep. Hill, would recognize “credentials of value” for students in career tech and higher education based on workforce demand and other indicators, and it also passed due pass. HB 3557, by Rep. Williams, would keep 4-H fundraising money in the county where it was raised and prevent commingling with other funds; the committee agreed to strike the title and send it out due pass.
The committee also advanced HB 3129, which would prevent colleges from charging security fees to students or student organizations based on public expression, and HB 3312, which would create K-12 firearms education curriculum developed with OSDE and CLEET, focused on safety, storage, and response, with no live firearms or ammunition. HB 2210 modernizes the youth apprenticeship program by allowing earlier entry into career pathways, expanding eligibility, and assigning CareerTech oversight and ROI reporting; it passed due pass. HB 1937, in a committee substitute, was discussed at length and would require corroborating evidence before school personnel are suspended over alleged improper communications with students, while still requiring action and reporting; it was also sent out due pass.
Finally, HB 3021, a lengthy graduation-related cleanup bill, was explained as reconciling conflicting statutes and making several technical changes, including allowing tribal language to count as a non-English language for graduation purposes. After extensive stakeholder work and a late-filed committee substitute, the committee accepted the PCS and sent the bill out due pass. The meeting concluded after all House bills on the agenda were advanced.
