Allen said too many students are placed into remedial courses that do not count toward a degree, costing time and money and reducing completion rates. Mark Grant of Minnesota State College faculty opposed the bill’s approach, saying it imposed a one-size-fits-all model, could undermine open admissions, and should not limit colleges’ flexibility to meet diverse student needs. The bill was laid over for further consideration.
