The Committee on Environment and Natural Resources heard a series of presentations focused on coral reef restoration, artificial reefs, biosolids management, and a proposed biosolids processing facility. The Keys Marine Laboratory and Florida Institute of Oceanography highlighted their role as a hub for coral rescue, holding, propagation, and research, including emergency response during the 2023 bleaching event. The Fish and Wildlife Conservation Commission discussed the scale of reef loss, the state’s coral rescue and propagation efforts, and the economic and habitat value of artificial reefs, while noting permitting delays and material-selection concerns for reef projects.
The committee then received a DEP update on the Osborne Reef tire cleanup. DEP explained that the original tire reef was a failure, that nearly 500,000 tires had been removed by 2024, and that the current effort is funded at $5 million for the fiscal year, with cleanup now shifting from large tire clusters to more difficult individual tires and coral relocation. Members asked about the future of the site after cleanup; DEP said that phase two decisions, such as whether to restore or monitor the area, have not yet been made. DEP also presented on biosolids rules, explaining that the 2021 rule tightened nutrient management, groundwater, and surface water protections, reduced the number of active land-application sites, and contributed to a shift away from Class B land application toward Class AA, landfill, or out-of-state disposal. Senators raised concerns about PFAS, nutrient loading, and the loss of disposal options, and a public speaker warned of a statewide septage disposal crisis.
Finally, Sedron Technologies presented its VARCOR system and a planned Indiantown facility that would process dewatered biosolids into clean water, ammonia, and a dry Class AA product or fuel, with the company saying the process can destroy PFAS and help relieve regional disposal pressure. Senators expressed support for the technology as a potential solution to Florida’s biosolids challenges. No formal votes were taken on the presentations themselves, and the only action at the end of the meeting was adjournment after Senator Polsky moved to do so.

Senate Bill 300 would make various changes to the Procurement Code, including auction techniques, sole sourcing for consulting services in limited cases, and procurement process clarifications; it was reported favorably. Senate Bill 303 would allow executive branch agencies to buy or share technology solutions with other states and use the federal GSA schedule, and it was reported favorably as amended. Senate Bill 411, removing a 20-year lease limitation for certain Orleans Parish state property, was also reported favorably.
The committee spent substantial time on House Bill 660 and House Bill 719, both dealing with district attorney funding and staffing. HB 660 would raise the state warrant amount for assistant district attorney salaries from $50,000 to $60,000, with supporters arguing it is needed to recruit and retain prosecutors; an opposition witness argued the state should fund both prosecutors and public defenders more equitably. The committee adopted an amendment making the bill effective only upon appropriation and reported it favorably as amended. HB 719 would increase the number of assistant district attorney warrants statewide, with most of the new warrants directed to Baton Rouge, St. Tammany, and Caddo; it too was amended to be subject to appropriation and reported favorably as amended. House Bill 596, which would have created an inactive well-feet assessment credit for oil and gas operators, was voluntarily deferred after concerns that it could reduce funding for the oil field site restoration fund.
Later, the committee reported favorably as amended House Bill 802, which redirects existing revenue to watershed and flood restoration work in the Amite River Basin, and House Bill 940, which creates a task force and rules framework for law enforcement responses to unlawful drone activity. It also reported favorably House Bill 76 on coverage for orally administered anti-cancer medications, House Bill 950 on consumer protection materials for seniors, and began discussion of House Bill 1028, which would require higher Medicaid reimbursement rates for non-emergency medical transportation providers.

The committee also advanced House Bill 316 on adolescent literacy and high-dose tutoring, with amendments clarifying teacher training timing, existing statutory bans on outdated literacy practices, and charter school participation; House Bill 1146, consolidating early childhood governance into a commission; House Bill 28, creating an appeal path for denied teacher certification applicants through BESE; and House Bill 992, assigning early childhood education identification numbers to support data collection on outcomes. House Concurrent Resolution 26, urging BESE to add the science of human growth and development to science and health standards and provide approved instructional resources, was amended and reported favorably. House Bill 386, allowing local districts to let locally authorized charter schools operate as their own LEA under district rules, was amended and reported favorably. House Bill 392, expanding suicide prevention information requirements on school websites, ID cards, handbooks, and signage, was reported favorably as well.
