Senator King responded that the committee had already heard extensive testimony on redistricting, that the Senate was following its usual companion-bill process, and that he had not relied on racial data but on historical voting patterns and legal review.
After debate, Senator Parker moved to report HB 4 favorably to the full Senate with the recommendation that it do pass and be ordered not printed. The committee approved the motion by a 5-3 vote, with one absent, and then recessed subject to the call of the chair.

Legislators and DPS officials praised the partnership and said the state must give law enforcement every possible tool to combat trafficking. Senator Hinojosa added that the issue is especially visible in South Texas and along the border, and that private-sector involvement is needed to help eradicate the crime. The event ended with plans to photograph the first truck carrying the new decals.

The Water Board and DWR said they use public needs assessments, annual plans, and existing grant processes to prioritize projects, and Finance said some General Fund programs were shifted to Proposition 4 to help balance the budget. Members also asked for clearer public tracking of bond spending and more concise future reporting.
In the coastal resilience portion, the Ocean Protection Council and Coastal Conservancy described Proposition 4 funding for sea level rise adaptation, coastal flood management, habitat restoration, public access, and San Francisco Bay projects, with a multi-year rollout based on project readiness and recent large state investments. The Conservancy said it would use its existing rolling grant process, while OPC said its sea level rise grants would build on existing programs and new technical assistance. The Department of Fish and Wildlife explained its proposed use of bond funds for climate-ready fisheries, hatchery modernization, salmon monitoring, whale- and turtle-safe fishing gear, and a specific hatchery operations request tied to the Friant settlement. The LAO said the coastal chapter’s proposed first-year spending is relatively modest but generally reasonable given staffing and project readiness, while members emphasized oversight, transparency, and coordination across agencies and jurisdictions.

Next, the committee heard SCR 79 and SR 81, urging the U.S. Navy to take responsibility for eradicating octocoral and other invasive species in Pearl Harbor waters, including West, Middle, and East Loch. DLNR supported the resolutions, and testimony focused on the spread of invasive coral, the difficulty of eradication, and the limited access state agencies have inside Pearl Harbor. Members raised concerns about contamination, responsibility for the problem, and whether the Navy should fund or carry out the cleanup; DLNR said it could not speak to broader contamination issues but supported the resolution as a way to encourage action. The committee then began discussion of SCR 179 and SR 174, which urge Maui County to enforce fire code provisions on brush clearance, fuel breaks, roadside vegetation clearing, and emergency access, with written support noted from Aloha Independent Living Hawaii.
