Summary:
The Senate Committee on Border Security met with a quorum present and first took up HCR 98, a resolution urging Congress to improve coordination among federal, state, and local authorities on counter-unmanned aircraft systems (C-UAS) technology for border security. The author and sponsor described increasing drone activity along the border, saying unauthorized drones are used to track agents, identify weaknesses, and smuggle contraband, and argued for clearer procedures to detect, identify, and neutralize such aircraft. There was no public testimony, and the committee voted 4-0 to report HCR 98 favorably to the full Senate; the resolution was also ordered for local and uncontested calendar placement without objection.
The committee then heard HB 180, sponsored by Chairman Birdwell, which would authorize the governor to coordinate directly with Mexican officials and individual Mexican states on border security agreements and appoint representatives to implement them. Birdwell said the bill would codify prior border-security cooperation efforts, improve responses to cross-border challenges such as drug and human trafficking, and include a finding that entrants from foreign countries must use a legal port of entry. No questions were asked, and there was no invited or public testimony.
After the hearing, the committee left HB 180 pending. The meeting concluded with no further business and the committee standing in recess subject to the call of the chair.

Summary:
The Senate convened with a quorum, offered the invocation, and recognized the Doctor of the Day and Nurse of the Day. Members also welcomed guests in the gallery, including supporters of a prosthetic coverage bill. The chamber then took up HCR 1019, which designates the planned turnpike corridor from I-44 to I-40 as the Toby Keith Expressway in honor of the late Oklahoma country music star. The resolution was read, discussed in celebratory terms, and adopted by voice vote.
The Senate also acted on Senate Bill 202 by rejecting House amendments and requesting Senate conferees to be named later. Senate Bill 1459, which extends the sunset date for the Oklahoma Abstractors Board to 2031, was explained by its author, advanced, and then passed on third reading by a roll call vote of 41-6. The Senate then approved the emergency clause for the bill, making it effective immediately.
During announcements, members noted an upcoming legislative drive for the OIE fair project, a Business and Insurance Committee meeting, and recognized the agenda clerk for a birthday. The Senate then adjourned until Monday, March 2 at 1:30 p.m. when the clerk’s desk is clear.

Summary:
The Oklahoma Senate convened, the clerk called the roll, and a quorum was declared. The session opened with prayer, followed by a gallery introduction recognizing the Convention of States Organization and related guests in the North Gallery for Capital Freedom Day and the 250th anniversary of the nation. The Senate also granted unanimous consent for an entourage to come to the floor.
Senator Bullard presented a citation of valor honoring multiple law enforcement officers from Atoka County, Stringtown, the Oklahoma Highway Patrol, and Tulsa Police Department for their response to a dangerous May 2025 incident involving a high-speed pursuit and armed confrontation. The citation praised their courage, coordination, and actions that helped protect civilians and resolve the situation safely. The Senate extended its gratitude to the officers, and members of law enforcement present were recognized on the floor.
Several floor introductions and announcements followed, including recognition of a UCO student intern, Senator Alvord’s mother-in-law, and caucus and committee notices. Announcements included Republican caucus meeting plans, committee meetings for Business and Insurance and Energy, a Diabetes Caucus meeting, a Women’s Caucus social event, and a note that the Senate won the prior day’s blood drive competition. No legislation was debated or voted on, and the Senate adopted a motion to adjourn until Monday, February 9, 2026 at 1:30 p.m.
