The House Health Services Subcommittee met to approve the October 7, 2024 minutes and then shifted to behavioral health as the main topic. She said Medicaid pays for more than 75% of behavioral health services in Arkansas and explained that when people are jailed or admitted to the state hospital, Medicaid generally stops, leaving state general revenue to cover care. She described current efforts including family-centered treatment for children, community reintegration group homes, a new adolescent substance use disorder residential unit, expanded community mental health center contracts, a secured restoration unit to reduce state hospital backlogs, and an IMD waiver to allow Medicaid payment for certain residential services. She also said DHS is working on crisis services, forensic evaluations, and provider rebidding in areas previously served by ERISA.
Members asked about reimbursement for jail services, the lack of a statewide behavioral health dashboard, civil commitment options, crisis stabilization units, and whether Arkansas should expand step-down or long-term facilities for people who cannot safely return to the community. Stone said the state hospital backlog remains significant, average stays are still about 14 months, and crisis stabilization units have had mixed success, with Fort Smith and Jonesboro performing better than Fayetteville and Little Rock. The meeting ended with a commitment to continue the work, with more substantive discussion planned for August.

The Senate Transportation Committee met and first received an update from FDOT on the Sun Trail shared-use nonmotorized trail program. FDOT said the program, created in 2015 and expanded by 2023 legislation, now includes connections to the Florida Wildlife Corridor and received a one-time $200 million appropriation plus increased annual funding. FDOT said its adopted five-year work program includes more than $1.4 billion for local transportation improvement projects. A member asked whether toll revenues from Miami-Dade, Broward, and Palm Beach counties fund these programs; FDOT said it would research the funding source and follow up.
The committee’s main discussion was a panel on advanced air mobility (AAM), including FDOT and industry representatives from Supernal, Joby, Atlantic Aviation, Hillsborough County Aviation Authority, and Eve Air Mobility. FDOT described its AAM planning work, advisory committee, local government guidebook, and upcoming training, while panelists emphasized Florida’s leadership, the likely use of existing airport and heliport infrastructure first, and the expectation that private investment will fund much of the early vertiport buildout. Senate Bill 428 would bar cost-sharing for collaborative care model services under Medicaid and private coverage and was advanced without amendment. Senate Bill 473 would require human trafficking awareness training for for-hire and transportation network drivers; its amendments were adopted and it was sent to third reading. Senate Bill 585 would shift administration of the human relevant research fund from Health to Agriculture and was advanced. Senate Bill 606, the Easy Pass Commuter Fairness and Transparency Act, would require an MDTA report on commuter plans and unused trips; its amendment was moved as the transcript ended.
During debate on Senate Bill 917, which would expand the definition of audiology practice to include certain screenings and non-radiographic imaging, a senator questioned whether the bill would make Maryland the only state restricting a health occupation from performing Medicare-required screenings. The floor leader said the committee had heard that claim in testimony but had not verified it, and the senator moved to special order the bill for amendment, which was granted without objection. Most other bills were reported favorably, with committee amendments adopted without objection and several bills ordered printed for third reading.
