Summary:
The House convened, heard an invocation and the Pledge of Allegiance, and then moved through a long floor calendar with several introductions and recognitions, including guests from Broken Arrow, Oklahoma Trucking Day participants, Mid America Christian University, and the day’s doctor and nurse honorees. The chamber also adopted Senate Concurrent Resolution 16, recognizing March as National Women’s History Month.
Members debated and passed House Bill 2937, which extends constitutional carry to allow qualified individuals to carry firearms on boats. Questions focused on alcohol use on lakes, public safety, and whether law enforcement agencies had requested or opposed the bill. The House also passed House Bill 2960, limiting lawsuits against firearm manufacturers when a purchaser modifies a firearm; House Bill 3466, removing the Corporation Commission’s unused petty cash fund from statute; House Bill 3262, increasing the warrant-service fee from $50 to $150 at the request of the Oklahoma County Sheriff; and House Bill 3269, allowing electronic arrest warrants to mirror existing electronic search-warrant procedures.
Additional bills passed included House Bill 3152, authorizing Corporation Commission officers to transport certain detained truckers to jail and book them; House Bill 414, making theft of a firearm a Class 2 felony regardless of value; House Bill 4142, expanding criminal statutes at the request of the Oklahoma City Police Bomb Squad; House Bill 3148, modernizing VIN inspection procedures and fee handling; and House Bill 3378, creating a revolving board for OCAST’s grant-awarding body after all members rolled off at once and delayed grants. House Bill 3378 also had its emergency clause adopted. Most measures passed with strong bipartisan margins, and the House adjourned after announcements and committee notices.

Transcript Highlights:
- We urge any revenue and surplus funds be used to shield children and families from even more cuts.
Summary:
The committee heard opening budget remarks from the Department of Finance and the Legislative Analyst’s Office on the May Revision for Health and Human Services. Finance said the proposal significantly reduces projected out-year operating deficits through a mix of revenue increases and program cost reductions, while the LAO warned that even with booming revenues the state still faces a structural deficit and should prioritize reserves and avoid new ongoing commitments. The chair and members echoed concern about cuts to vulnerable populations, but also noted the need to maintain the overall level of budget solutions and add to reserves.
The hearing then moved through a series of CalHHS and HCAI proposals, mostly held open after presentation. CalHHS requested additional legal support to respond to federal H.R. 1-related issues and a net-zero transfer of positions for a shared eligibility/data-sharing platform. Other items included ongoing funding for the 988 Behavioral Health Crisis Service Fund and a request for EMSA to fund maintenance of its enterprise data management system. HCAI presented proposals for hospital fair pricing implementation, the data exchange framework, the all-payer claims database, CalRx insulin development, the diaper access initiative, distressed hospital grants, opioid settlement fund reversion, and the Rural Health Transformation Program. Members questioned funding sources, special fund use, contracting exemptions, timelines, and whether some proposals should be more targeted or supported by alternative funding.
A major discussion centered on HCAI’s diaper access initiative and the use of a Public Contract Code exemption to continue contracting for free diapers distributed through hospitals. The chair and some members criticized the optics of the selected vendor and questioned the lack of an income threshold, while HCAI said the program was designed to be universal and administratively simple, with future phase-two direct-to-consumer purchasing to be handled by a different vendor. Another extended exchange focused on distressed hospital funding, where HCAI said the May Revision would provide up to $50 million for hospitals at immediate risk of closure, but members argued the repeated annual need shows a structural problem and asked for broader reforms to hospital payment and care transitions.
The final major topic was the Behavioral Health Services Oversight and Accountability Commission’s budget. The Commission opposed the May Revision’s reduction of the Innovation Partnership Fund from $20 million to $10 million and a $6.7 million cut to community advocacy contracts, arguing both are core Proposition 1 tools for statewide innovation and community engagement. Finance responded that the proposal is within Proposition 1’s allowable maximums and that prior unspent appropriations could be redirected if the Legislature wanted to restore the full amount. No votes were taken; items were generally held open for later action.

Summary:
The Senate opened with a quorum, a guest minister prayer, the Pledge of Allegiance, and a St. Charles Parish presentation featuring a youth national anthem singer. The chamber then moved through a large number of House and Senate messages, committee reports, and introductions, including measures on career and technical education, flood risk maps, public-private partnership contracting, arts day, and a task force on work-based learning. Several resolutions were adopted, including SCR 56 honoring the YMCA and SCR 57 honoring Jonathan Nicole, both by unanimous votes. A House concurrent resolution supporting elimination of the U.S. Department of Education also passed 26-9.
On Senate bills, the chamber gave final passage to SB 112 on voluntary release time for K-12 religious instruction with a criminal background check amendment, SB 194 on public assistance and citizenship verification, SB 307 on public displays of historical/religious documents, SB 341 expanding church and nonprofit religious self-insurance coverage, SB 346 prohibiting deepfake materials used against students, SB 495 on campaign finance reporting and unitemized contributions, SB 503 on age assurance for minors using mobile apps, SB 507 creating a statewide process for determining non-enrollment, SB 509 on bank-owned life insurance, SB 131 limiting attorney fee recovery in occupational licensing disciplinary cases, SB 145 requiring backup power for adult residential care providers, SB 333 on child-in-need-of-care proceedings and federal reimbursement, SB 464 on severe obesity treatment coverage, SB 466 on expropriation and foreign adversaries, SB 488 on a school safety drone response pilot program, SB 312 on union dues and withholding procedures, and SB 319 on voter identification and provisional ballot procedures. Most passed with little or no opposition, though SB 194, SB 307, SB 503, SB 131, SB 333, and SB 319 drew some dissenting votes.
The chamber also passed multiple House bills, including HB 1071 on public records exceptions for aerospace critical infrastructure, HB 537 repealing the Workers’ Compensation Advisory Council, HB 652 and HB 653 adjusting Oyster Task Force membership, HB 661 narrowing nepotism restrictions for certain school board hires with an amendment, HB 756 aligning watercraft enforcement with Coast Guard standards, HB 851 banning intentional balloon releases, HB 964 authorizing a Caddo Parish property transfer, and HB 34 and HB 35 on sheriff pension fund eligibility and contribution rules. Several items were returned to the calendar or referred to committees. A major discussion centered on SB 484, which would restructure parts of higher education governance and transfer certain Board of Regents functions; it drew extensive questioning and amendments, including a new Lumcon board structure and financial reporting requirements, but was returned to the calendar for further work rather than final passage.

Summary:
The Senate convened with a quorum, heard a guest minister’s prayer and pledge, and then proceeded through the journal, legislative bureau report, and a large number of bills and resolutions. Several Senate resolutions and concurrent resolutions were introduced or laid over, including measures recognizing individuals and events, commemorating the YMCA’s 175th anniversary, and creating or referring study and memorial resolutions. The House also sent over multiple bills, which were introduced and referred to the appropriate committees, covering topics such as court filings, travel reimbursement, public assistance integrity, pregnancy and baby care data protections, alcohol permits, capital-case intellectual disability procedures, and pharmacy benefit manager transparency.
The chamber then considered House-returned Senate bills. SB 68, a constitutional amendment concerning Louisiana Supreme Court jurisdiction over attorney disciplinary matters, failed to receive the required votes on concurrence after a 24-10 vote, though the author gave notice. SB 76, dealing with child custody modification standards, was concurred in unanimously. SB 149, on general obligation bond bid requirements, had House amendments rejected and was sent to conference. SB 191, concerning ad valorem tax notice procedures, and SB 196, extending the appeal period for tax assessments, were both concurred in. SB 318, on publication of the tax exemption budget and local reporting, was also concurred in unanimously.
The Senate also suspended the rules to recall HB 1017 from the Retirement Committee and recommit it to Judiciary A. During personal privilege remarks, members highlighted Disability Awareness Day, recognized a local award recipient, and provided an update and prayer request for Senator Selders following surgery. The meeting concluded with committee announcements and adjournment to reconvene the following day.
