Summary:
The committee first heard Senate Bill 1273, which would appropriate $14 million in FY 2027 for pavement rehabilitation of Olga Frontage Road between Bowie and San Simon. The sponsors described it as a safety and congestion issue for Payson and surrounding rural communities, and members discussed broader rural road needs and funding. The committee approved SB 1059 unanimously, 7-0, with a due pass recommendation. Later, SB 1078, dealing with de novo review in public records denial cases, passed unanimously after support from the Goldwater Institute, and SB 1083, which would prevent HOAs and condo associations from banning certain lighted home address devices for emergency response, also passed after testimony from the sponsor and a homeowners coalition.
