Summary: The Senate convened with an invocation and the Pledge of Allegiance, confirmed a quorum, and approved the journal from Monday, February 2, 2026. The chamber received House messages that the House had passed HB 143, 164, 314, and 398 and requested concurrence. The Agriculture Committee reported SB 5 and SB 73 favorably, and those bills were advanced to the calendar. The Senate also took up several new measures, including SB 155 on animal health emergencies, SJR 75 on utility affordability and essential services, and SR 76 honoring Frank Ryard. The main floor action centered on SB 48, relating to mandatory re-entry supervision. The bill was explained as tightening eligibility by excluding inmates with two or more violent-felony convictions or those recommitted for probation, shock probation, parole, or conditional discharge violations, and requiring an annual Department of Corrections report to the judiciary committees. After a roll call, SB 48 passed 38-0. The Senate then considered SB 102 on Kentucky State Police staffing; after an amendment was withdrawn, the bill was explained as extending the Trooper R return-to-service eligibility window from the original retirement date to the last day worked, without changing benefits or retirement obligations. SB 102 also passed 38-0. During announcements and communications, senators discussed committee meetings, legislative receptions, and co-sponsorship requests. A resolution honoring the 22nd Black History Celebration was adopted, and a senator spoke at length about the event and the recognition of Moneta Sleet Jr. Another senator used the floor to urge stronger enforcement and transparency around child marriage laws, citing continued noncompliance and the need to protect minors. Later, the clerk reported additional new bills, including SB 156 on child marriage, SB 157 on mortgage loan income limits, SB 158 on vehicle financial protection products, SB 159 on missing and unidentified persons, SB 160 on child care centers, SB 161 on employment, and SR 77 honoring Norma June Evans. The Senate then adjourned until 2 p.m. on Wednesday, February 4, 2026.

Summary: The Appropriations Committee on Higher Education met to hear confirmation testimony for a large slate of university and state college trustees. Most of the discussion centered on the nominees’ backgrounds, ties to their institutions, and priorities such as student success, workforce development, financial sustainability, research growth, housing, and maintaining or improving university rankings. Several University of Florida trustees emphasized campus improvements, “One UF” integration, institutional neutrality, and ambitions to move UF into the top tier nationally. Other nominees highlighted goals for Florida A&M, Florida Atlantic, UCF, Florida State, Florida Poly, the Florida Prepaid College Board, and several state colleges, with recurring themes of affordability, economic mobility, cybersecurity, and keeping Florida students in-state for college and careers. Public testimony was heard on the Florida A&M appointment, where Elijah Hooks spoke in opposition to the current administration and described his expulsion, arrest, and trespass from the university after protesting the selection of President Marva Johnson. During questioning of FAU nominee Tina Vidal-Duart, senators asked about her prior service on the Hope Florida Foundation board and about reports concerning CDR Health’s contracting practices; she said she was not aware of the foundation issues at the time and noted that CDR’s state contract was a flat daily rate, so subcontractor pricing affected only the company’s internal margins. Other nominees received little or no questioning. At the end of the meeting, the committee voted to confirm all nominees except Tina Vidal-Duart separately. Senator Bracy Davis requested the separate vote and opposed her confirmation, citing concerns related to her Hope Florida Foundation board service. Despite that objection, the committee ultimately voted to report Vidal-Duart favorably as well. The committee also noted that one University of West Florida nominee would be taken up at a later hearing because he was unable to attend.

Summary: The Senate convened with an opening prayer, pledge, and several recognitions, including visiting student groups, chambers of commerce, and apprenticeship participants. Senators also observed a moment of silence for a fallen Walton County deputy and later for the late John Pasadoma. The chamber then moved through a long third-reading calendar and special order calendar, with most bills passing overwhelmingly and several amendments adopted along the way. Among the major measures, SB 234 on criminal offenses against law enforcement officers passed 37-0 after debate and an amendment clarifying “good faith” in an officer’s duties; SB 7020 on open government and cybersecurity information passed 37-0; SM 1488 urging Congress to create a U.S. sovereign wealth fund was adopted by voice vote; SB 944 reducing insurance overpayment claim deadlines for psychologists passed 37-0; SB 878 expanding misdemeanor probation treatment provisions to controlled substances passed 36-1; SB 538, the state court system package, passed 37-0; SB 480 on nonprofit agricultural organization medical benefit plans passed 32-4; SB 472 on correctional-facility education credit for licensure passed 37-0; and SB 56 on geoengineering and weather modification passed 28-9 after extensive debate about enforcement, federal preemption, and the bill’s purpose. Later, the Senate passed CS/HB 421 on peer support for first responders 37-0 after substituting the House companion, and SB 164 on vessel accountability advanced with a technical amendment. SB 166 on administrative efficiency in public schools drew the most extended debate and multiple amendments; it changes testing, promotion, teacher evaluation, certification, and facilities rules, and passed 37-0. The chamber also passed SB 282 on warranty association financial requirements 36-0, SB 316 creating series LLCs 35-1, and SB 384 on annexing state-owned lands 36-0. At the end of the day, the Senate waived rules to immediately certify all passed bills to the House, received budget schedule guidance from Appropriations Chair Hooper for SB 2500 and SB 2502, and adjourned until April 9.
