Summary:
The Senate Committee on Military, Veterans Affairs, Space, and Domestic Security met with a quorum present and took up two bills. SB 1594, by Senator Gates, would change how veterans’ benefits received on behalf of foster youth are handled so the funds are not used to offset foster care costs, but instead are preserved for post-secondary education or aftercare services when the youth leaves foster care. The bill drew one supportive appearance from Victoria Zep of Family Support Services, had no debate, and was reported favorably by a unanimous roll call vote. Senator Sharief later asked to be recorded as a yes vote on the bill.
The committee then considered SB 1182, by Senator Jones, which creates the Florida Veterans and Military Spouses Business Development Act to provide fee relief and tax incentives for veteran-owned and military spouse-owned businesses. The committee adopted Jones’s strike-all amendment, which added information-sharing and verification provisions, refined the tax exemptions, and broadened eligibility for fee waivers and sales tax relief. After no questions or debate, the amended bill was reported favorably by unanimous vote.
The committee also held a confirmation hearing for three appointees—Matthew Bacchano, Tim Thomas, and Belinda Kaiser—and recommended confirmation on all three in one vote. The meeting concluded with several members offering remarks praising Chair Wright’s long service and leadership on veterans’ issues, followed by adjournment.

In response to questions about ownership and coordination, he stressed that successful HIE governance requires a multistakeholder body that includes hospitals, health plans, government, and other interests, with a unified approach rather than multiple competing directives. He also said the Commonwealth has an opportunity to convene those stakeholders and set clear priorities.
A senator raised concerns that responsibility for Medicaid and broader health policy has become fragmented and suggested a stronger central role for the state, possibly through the Department of Public Health, to coordinate health priorities. Bramble agreed that a single convening authority and multistakeholder governance are important, and noted that local governance should determine what data is shared and how it is used. No votes or formal actions were taken during this portion of the meeting. After Bramble’s presentation and questions, the committee was told that Secretary Stack from the cabinet would testify next on the rural health transformation plan.

The Department of Labor and Industrial Relations, DBEDT’s military relations office, and the Hawaii National Guard supported the measure, saying military families often face short-notice deployments, relocations, briefings, and urgent family arrangements that require time away from work, and that aligning state law with federal standards would provide clarity and consistency. The chair said she would recommend passage with a HD1, a defective effective date, and technical amendments.
HB 2291 would clarify that certain National Guard Youth and Educational Programs employees are excluded from collective bargaining, rename the program, and codify its Hawaiian name. The Hawaii National Guard said it was a housekeeping bill with no appropriation, but requested an amendment to align the bill with updated authorities and program references; the chair asked for proposed language before the later decision-making. She said she would recommend passage with a defective date and the requested amendment if provided, and then recessed the hearing until 11:30 a.m. for decision-making on all three bills.
