Opponents raised concerns about due process, First and Fourth Amendment issues, racial profiling, and possible federal consequences if state database information is shared. Supporters emphasized that the database is a law-enforcement tool for identifying organized criminal activity and that the committee substitute adds training, audits, and accountability measures. The committee then completed its business and recessed subject to the call of the chair.
